Job Description

As a key member of the Public Affairs and Communications team in the Office of the County Administrator, the Outreach Coordinator will assist with developing and implementing public outreach strategies.

The Outreach Coordinator collaborates with the other members of the Public Affairs and Communications team and staff in County departments to develop and execute strategies for engaging with the community about county projects, programs, policies and initiatives. This newly established position is an exciting opportunity for individuals with expertise in reaching target audiences through culturally and linguistically appropriate communications strategies as well as by leveraging key communications channels and strategic partnerships. We're looking for someone who knows how to help the County's messages reach their intended audiences, who are often hard to reach through commonly used communications channels.

The Outreach Coordinator's responsibilities include:

  • Establishing, fostering, and maintaining strategic partnerships with key organizations in Loudoun County and the region that help the County reach its target audiences, including hard-to-reach, diverse and under-represented communities
  • Collaborating with Public Affairs and Communications team to identify and execute creative and accessible ways to reach community members where they are
  • Collaborating with the County's subject matter experts and community partners to produce communications resources
  • Developing communications resources for targeted communities on specific issues and topics, both proactively and in response to specific issues for communities
  • Producing communications content in a culturally and linguistically appropriate manner and leveraging communications channels to reach target audiences
  • Coordinating outreach activities across all County departments to create efficiency and increase the effectiveness of the County's outreach efforts
  • Participating in the planning, development, implementation, and monitoring of community outreach and engagement strategies, plans and programs
  • Creating and maintaining a countywide database of strategic contacts to be utilized by all County departments
  • Maintaining customer relationship management databases and reporting systems
  • Researching, writing, and creating draft news releases, publications, talking points, social media posts, marketing collateral, graphics, photographs or videos regarding county programs and services
  • Planning, coordinating, and executing outreach activities, such as community events
  • Facilitating translation services as needed

The successful candidate will be self-motivated, organized, and creative, with strong attention to detail and demonstrate handling multiple priorities simultaneously.

HIRING RANGE: $64,384.77-$88,529.06

Salary Commensurate with Experience

Job Requirements

A bachelor's degree in communications or related field and four years of relevant work experience or equivalent experience required.

Excellent communication and community engagement skills to communicate effectively both verbally and in writing to a broad variety of audiences. Ability to think creatively and use a comprehensive understanding of communications strategies to promote the county and engage with the community. Ability to practice effective communication in intercultural situations. Experience with designing outreach communications tools, public events and strategies to facilitate communication and conversation with stakeholders who have different experiences, backgrounds, and perspectives. Awareness of community trends, interests, and current events. Skill in using digital platforms, such as social media, website content management systems and customer relationship management systems. Strong time-management skills to balance workloads, meet deadlines, and coordinate efforts across a large organization. Ability to establish and maintain effective working relationships with county employees and officials, community partners, and the public. Ability to work on projects independently and contribute to a collaborative team environment. Knowledge of or ability to develop knowledge of county departments, programs and services. Knowledge of newswriting and Associated Press style. Ability to research, write, and publish a broad range of communications.

Special Requirements

This position is considered essential personnel and therefore will be required to work on-site during emergencies, including closures of the County government and full activations of the Emergency Operations Center (EOC). In addition, this position will require some after-hours work to support routine and emergency meetings and events.
