The Loudoun County, Virginia Department of Planning & Zoning is seeking an experienced professional to manage the Community Planning Division in a large and expanding multifaceted jurisdiction that is leading growth in the Washington, D.C. metropolitan area. This position oversees long-range planners in the implementation of the County's Comprehensive Plan, which includes drafting new small area plans and redevelopment strategies, reviewing land use applications for consistency with plan policy, managing plan amendments, and conducting community outreach. The Planning Division Manager also oversees historic preservation planning specialists who administer the County's historic and cultural conservation districts, support the Heritage Commission and Historic District Review Committee, and implement the Heritage Preservation Plan and Historic Guidelines. The ideal candidate will provide leadership in policy development and interpretation, and is part of the planning team that will guide the evolution of walkable urban places near the County's metro stations. This position serves as the main staff contact on the Comprehensive Plan, which involves providing analysis and recommendations to the Director, County Administration, County Attorney, Planning Commission, and Board of Supervisors.
Master’s degree in related field; five (5) years of related work experience as project manager in planning or a related field including two (2) years of supervisory experience; or equivalent combination of education and experience.
This position requires strong interpersonal skills and a style that emphasizes diplomacy and the willingness to seek reasonable solutions. The ability to think strategically about operational and programmatic issues is essential. Must have strong written and verbal communication as well as the ability to mentor staff and provide guidance on project manager, land use planning, comprehensive planning, site, and architectural design principles, zoning, historic and cultural resource management, and environmental planning.
Hiring Range: $83,268.48- $116,575.87
Salary Commensurate with Experience
Occasional attendance at night meetings after normal business hours is expected.
