Job Description

The Loudoun County Treasurer's Office is currently seeking highly qualified applicants for an Investment Officer. This position involves working directly with the Treasurer to manage the County's investment portfolios and oversee all cash management and treasury functions of the County.

This position will be a senior level position responsible for, but not limited to: monitoring balances and coordinating investment activities of the Counties investment portfolios and banks; researching and recommending investments in accordance with State and local investment policies; determine daily and long term cash management and liquidity needs for both the County and County Schools; monitor, generate, and analyze short term and long term forecasts of cash receipts, disbursements and net cash flows; acting as an intermediary between the County and primary financial institutions and facilitating with County departments for any future banking service needs; oversight of all treasury cash management responsibilities for the County and County Schools; responsible for all banking related Request For Proposal processes; preparing account registration for new bond accounts and maintaining bond issue accounts; preparing and presenting reports to the Finance Board; handling special projects as assigned, and managing three(3) direct reports. Detail oriented with excellent oral and written communication skills and proficiency with Microsoft Office is required. Applicant must have the ability to multi-task in a time sensitive environment.

The successful candidate will possess excellent communication and customer services skills, be proficient in math, experienced in 10-key, and be detailed oriented. Excellent multi-tasking skills are a must, along with being able to handle a fast-paced, ever-evolving work environment. This position requires proficient skills in Microsoft Office Word and Excel, as well as the use of discretion and the ability to maintain confidentiality.

Job Requirements

Master's degree in Business Administration, Public Finance, or a related field; three (3) years of related work experience in portfolio management including one (1) year of supervision; or equivalent combination of education and experience.

Special Requirements

Normal working hours are Monday thru Friday from 8:30AM to 5:00PM with mandatory overtime during tax deadlines.
