The Loudoun County Department of Information Technology (DIT) is seeking a hands-on technical professional for leading the Data and Analytics program for the County. This position will lead a team of data and analytics professionals (staff and contractors) focused on implementing new projects and managing Operations & Maintenance (O&M) on existing projects. The ideal candidate will have the ability to think strategically to enhance the current data and analytics program, and continuously improve the County?s ability to connect and analyze diverse data sources, draw deep insights and translate them into decisions that improve efficiency of operations and enhance our services to Loudoun citizens. The candidate will report to the Division Manager of Enterprise Systems, a section within the Department of Information Technology.

Job Requirements

Any combination of education and experience equivalent to a Bachelor's degree and 3 years of related experience , including at least 1 year of supervisory experience.

Qualified candidates should demonstrate the following skills in management, leadership, and technology:

  • Excellent interpersonal and collaborative skills.
  • Ability to work in peer groups and be a strong team player
  • Ability to communicate information technology concepts to technical and nontechnical audiences at various levels, ranging from county executives to technical specialists.
  • Engagement with a diverse customer base, lead discussions with customers at various levels in an organization (Executives, Team Leads, Analysts and End Users).
  • Understanding of  business challenges and architect technical solutions.
  • Strong ability to estimate the team?s operating budget and to manage expenditures.
  • Management of a portfolio of data and analytics projects, engaging with County departments to review requests, gather requirements, work with peers and manage staff  to develop technical solutions and deliver the projects on time.
  • Excellent written skills with proven ability to develop technical and strategic documents for executive leadership.
  • Work with DIT's Data Architect to support the documentation of the data architecture for the County?s systems.
  • Recruit, mentor and manage staff ? develop annual performance plans, conduct annual assessments and providing learning opportunities for staff.
  • Expert knowledge of MS Project or equivalent tools like Planview, MS Visio and MS Office
  • Excellent critical thinking and problem-solving skills.

Special Requirements

The following skills are strongly preferred:

  • Three or more years of direct experience in leading the implementation of data and analytical solutions.
  • Strong technical background in data warehousing, database management, business intelligence and machine learning.
