Job Description

Loudoun County, Virginia, one of the fastest growing counties in the nation, is currently seeking applicants for the position of Land Engineering Program Manager in the Department of Building and Development. The Program Manager leads subordinate team(s) as well as individual direct report employees in the review of complex engineering applications to ensure compliance with County, State, & Federal regulations and oversees their written correspondence with applicants, electronic processing and data entry; provides technical expertise to the Department of Building and Development, other County Departments, and outside agencies; delivers accurate and timely information to the public; may be called upon to represent the Department of Building and Development at Board of Supervisors and other County Committee meetings; provides direct service to the public as an engineering point of contact, at HOA meetings, and by addressing individual citizen and applicant complaints and requests. Candidates must have a comprehensive knowledge of land development design standards and practices in general, Loudoun County's Facilities Standards Manual (FSM) in particular, and be able to ?train the trainer? on both existing and new processes and technologies to which the County would transition in upcoming months and years. Successful candidates must possess excellent written and verbal skills.

Job Requirements

Requires any combination of education and experience equivalent to a Bachelor's degree in Civil Engineering or related field and at least five (5) years of professional engineering work experience to include two years of supervisory experience. Candidates must possess a valid driver's license.

Special Requirements

Prior history of successful management of technical personnel, both as subordinate teams and as individual employees, is required. Familiarity with electronic project management and/or land development information platforms such as LMIS and BlueBeam is preferred. A Professional Civil Engineer license (P.E.) in the Commonwealth of Virginia, and Loudoun County Designated Plans Examiner (DPE) certification are preferred.
