Job Description

The Loudoun County Department of Information Technology (DIT) is currently seeking a talented, highly motivated individual to serve as the System Test Lead for one of the County's largest applications focused on Land Management. This is a two year temporary position. Loudoun County has selected the Tyler EnerGov SaaS solution to replace its current legacy Land Management Information System (LMIS). This is a Test Lead position that will work with department business users who utilize the Land Management System as part of daily business operations. Additionally, this position will work with the vendor and will lead the product testing and user acceptance activities. Duties and responsibilities include, but are not limited to: -Understanding the technical and functional system requirements, use cases, and performance considerations developed for the envisioned EnerGov solution environment -Working with the vendor, create test processes and procedures to ensure that the system operates within defined requirements -Developing and executing test cases, scripts, plans and procedure (manual and automated). -Effectively communicating with senior management regarding project-level risks / issues / escalations. -Working with the stakeholders and the EnerGov Project Manager to identify and allocate testing staff based on the test plan -Managing the entire testing life cycle from the creation of the artifacts, to the testing process, assessing the results and sharing the outcomes with the stakeholders, repeating the cycle as needed -Working with all stakeholders to ensure that the testing metrics are defined, tracked and reviewed. -Ensuring test documentation / reporting is complete, meaningful and aligns with project objectives and timelines.

Job Requirements

Requires any combination of education and experience equivalent to a Bachelor's degree with major coursework in computer science or related field with a minimum of 4 years of professional experience in system testing, test plan development and leading COTs product testing. The candidate should be a very good technical writer of testing related artifacts, operating independently to produce high quality deliverables to be presented to senior County leadership.

Special Requirements

Any experience with Land Management Applications or Tyler EnerGov system is desirable but not a requirement.
