Job Description

Loudoun County's Department of General Services is seeking a highly motivated and entrepreneurial leader who will serve as the County's first Parking Operations Program Manager. This newly-created position reports to the Assistant Department Director and will serve as the County subject matter expert for Parking Operations. This position will be responsible for the management and oversight of County parking operations, facilities, staffing, and programs. Particular focus will be the County-owned Metro parking garages adjacent to the soon-to-open Silver Line Metro stations in Loudoun County.

The successful candidate will provide administrative and technical support to enhance County parking operations; develop long-term plans and strategies for parking inventories and regulations; provide supervision over all County-owned Metro parking garages and related parking revenue collection systems; manage contracted parking operations vendors; manage the County's parking enforcement program, including on-street parking within Metro Districts; implement a Metro garage maintenance and repair schedule; field parking complaints from citizens; adjudicate parking tickets; and ensure compliance with all related laws and regulations. Prior experience with the Manual on Uniform Traffic Control Devices (MUTCD) is preferred.

Job Requirements

Requires any combination of education and experience equivalent to a Bachelor's degree in a related field of study, and five (5) years of directly-related work experience to include at least one (1) year of supervisory or team lead experience. Prefer course work and progressively responsible experience in the fields of Transportation, Facilities Management, or Public Administration. Prefer related certifications, such as Certified Parking Professional or Project Management Professional (PMP).

Special Requirements

A valid driver's license is required. As a condition of employment, evidence of a good driving record is required. Subject to recall and/or being held beyond scheduled workday if required by County or Departmental requirements. This position is considered "essential" and must be available to respond to County emergencies (24/7) as directed in accordance with Department policy and written or verbal directive. This position may work beyond the normal workweek and is subject to night and weekend work, to include meetings.
