Job Description

The Loudoun County Department of Building and Development is currently seeking a talented, IT professional to oversee and coordinate the design and delivery of a train-the-trainer program for the County’s new ERP EnerGov (land management system software) and Blue Beam (electronic plan review software). This position will manage the training development program including organization change management and user adoption plans to insure users are proficient in the ERP skill sets required for daily operations. This position requires professional skills and abilities to assist the County with the planning, directing, managing and overseeing the activities for a train-the-trainer program across multiple County Departments consisting of over 600 users. The successful candidate should have prior experience in establishing computer software train-the-trainer programs. The position will conduct an assessment of training needs and map out learning and skills development plans for individual users, teams and organizations. The position will organize and maintain training program documents, reports and information including writing and publishing standardized training materials and manuals. Training video development skills/experience helpful in developing training materials.

Job Requirements

Requires any combination of education and experience equivalent to a Bachelor’s degree in education, business, information technology administration, public administration, organizational development or a field related to the assigned program or department; four (4) years related work experience in training and delivery, course and program design and development, education and/or organizational development activities; or equivalent combination of education and experience.

Position requires excellent communication, organizational, and time management skills and the ability to effectively communicate training expectations to staff, customers and community contacts. The position requires the ability to manage program workflow and products within critical timelines; facilitate process improvements; think strategically about operational and programmatic issues; communicate ideas clearly, concisely and effectively; analyze conflicts and facilitate resolutions. This position must establish effective relationships with other employees, officials, business community and the general public. Knowledge of EnerGov and Blue Beam software programs preferred but not required.
