The HR Compliance Learning Specialist is a new position that was created to ensure County employees are educated on all relevant human resources policies and procedures and adhere to federal, state, and local laws that affect staff work and the work environment. This includes such topics as FMLA, ADA, Progressive Discipline and Process, and other Human Resources policies. As a valued part of the Employee Relations, Learning and Organizational Development team, the Compliance Learning Specialist would be expected to stay current on relevant changes in policy and legislation so that she/he can plan programs and provide guidance to update and educate staff on the latest requirements while communicating the risks and consequences of noncompliance.
The HR Compliance Learning Specialist will be responsible for the development, implementation, and maintenance of HR compliance education programs to foster county-wide awareness and adherence to policies and procedures. Day to day responsibilities include: planning and creating learning programs to include e-learning and micro-learning; determining the best methodology and platform for educating on various topics; staying current on policy and legislation updates; explaining regulations and policies to staff; developing feedback mechanisms on learning programs, maintaining training records and producing associated reports; utilizing information to plan future programs and educational resources; and partnering with third party learning content providers to support the learning and development needs of the County.
The HR Compliance Learning Specialist will collaborate with stakeholders from the County’s 32 departments as well as HR internal divisions (Workforce Planning, Employee Relations, Learning, & OD, Human Resources Information Systems, Employee Benefits) to accomplish the goals of the program.

Any combination of education and experience equivalent to a bachelor’s degree in Human Resource Management, Business Management, Organizational Development, or related field and four (4) years of direct experience in Human Resources, adult education, training, or related field.
Certified Professional in Learning and Performance (CPLP) by the ATD Certification Institute, or Human Resources Professional Certification preferred.
