Job Description

The Loudoun County Office of Emergency Management (OEM) is seeking qualified candidates fill the role of Emergency Preparedness Specialist. OEM is responsible for the County’s overall efforts for coordinating and facilitating the response to and recovery from significant events that impact the County. Under the general direction of an Assistant Coordinator, this position is responsible for a broad portfolio of emergency management projects within the Planning and Operations Divisions. This position is responsible for developing threat and hazard plans; collaborating with internal and external stakeholders; representing Loudoun County on a variety of workgroups; monitoring and documenting compliance with local, state, and federal statutes; and coordinating identified training and exercise needs to support planning initiatives and operational activities.

We are seeking a detail-oriented team player who will:

  • Conduct a wide-range of research on emergency management best practices.
  • Develop, implement, and maintain local and regional emergency management plans.
  • Facilitate a wide variety of meetings with internal and external stakeholders.
  • Participate in prevention, protection, mitigation, response, and recovery initiatives, as directed.
  • Support emergency incidents in accordance with OEM policies and procedures.
  • Provide project management support on training and exercise needs.
  • Comply with policies and procedures of the County as well as state and federal regulations.
  • Represent Loudoun County with federal, state, regional, and local organizations and agencies.

  • Ability to collaborate with diverse groups on complex projects.
  • Willingness to assist on a variety of projects and initiatives that span the emergency management spectrum.

This is an Urban Areas Securities Initiative (UASI) grant funded position and is subject to continuation funding through December 31, 2020.

Job Requirements

Requires any combination of education and experience equivalent to a Bachelor’s degree with major course work in Emergency Management or Public Administration and 2 years of related work experience. Previous experience in emergency management at the local, state, or federal level preferred. Virginia Professional Emergency Manager (PEM), International Association of Emergency Managers Certified Emergency Manager (CEM) preferred.

Special Requirements

The position is considered mission critical and will serve during emergency incidents. This position is expected to fill roles in the Emergency Operations Center (EOC) during activations. EOC staff work twelve (12) hour shifts and may be day or night work, holidays and/or weekends as necessary.
