Job Description

The Office of the Commonwealth’s Attorney is seeking qualified applicants for an Operations Manager.

This position works closely with the Commonwealth Attorney and the Chief Deputy. This position prepares the monthly state payroll supplement, using State Network Interface Project. Submits and assists with preparation of yearly state budget. Manages revenues and expenditures in accordance with state and county requirements. Prepares budget reports and provides financial projections for state and county. Monitors budget information and spending trends. Advises and participates in significant and critical budget events and deadlines, anticipated budget shortfalls and other relevant information. Performs and maintains department time entry, leave and payroll in Oracle. Maintains knowledge and understanding of county policies regarding overtime, on-call, holidays and other situations that affect time and payroll. Performs all required transactions in accordance with established payroll policies and practices. Ensures staff adherence to all applicable policies and procedures of the department, county and state. Ensures staff is trained and certifications are current. Manages staff performance in accordance with county and Human Resources policies. Completes appraisals of performance. Advises supervisor of challenges with staffing, workload or performance. Acts as the office liaison between other departments within the County, e.g., HR, Payroll, Budget. Interacts with other office, technical, professional, specialists, and senior level staff and the work requires substantial sensitivity, collaboration and cooperation.

Job Requirements

Requires any combination of education and experience equivalent to a high school diploma or GED and seven (7) years of directly related experience, including supervisory experience. Associate's or Bachelor's degree in a related field preferred and may be considered/substituted for equivalent years of experience.

Special Requirements

Oracle experience, State Compensation Board experience, and knowledge of HR, bookkeeping/accounting experience and Payroll are preferred.
