The Loudoun County Department of General Services is seeking qualified applicants for a full time Contract Manager position. This newly-created position will be responsible for management, development and implementation of contracts at the department level, with a specific emphasis on contracts related to the upcoming opening of the County’s Metro Silver Line parking garages.
This position will oversee the garage operations and maintenance contract, fee revenue collection contract, associated parking management systems, and any other contracts relating to the parking garages. This position will act as a liaison between the General Services Department and other County agencies (Transportation, Sheriff, Procurement, etc.) to ensure effective interoperability between departments, as it relates to applicable policies and programs that are essential to the success of the parking garage programs.
The ideal candidate has experience working with and managing contracts, knowledge of government contracting, impeccable attention to detail, and the knowledge and understanding of legal requirements involved in contracts. Duties include, but are not limited to, working with the County’s Department of Finance and Procurement in assisting with the preparation of Invitations for Bid/Requests for Proposals, researching availability of rideable contracts with other localities, day-to-day contract management, generating reports on the current status of existing agreements, briefing staff on expiring contracts, enforcing contract terms, and ensuring the scopes of work/services are carried out in accordance with the contracts.
