The Loudoun County, Virginia Department of Planning & Zoning is seeking an experienced professional to review and make determinations on complex proffer agreements that mitigate impacts associated with development projects in a large and expanding multifaceted community. This position is involved in many stages of the entitlement and permitting process providing recommendations on adopted and proposed proffers on behalf of the Zoning Administrator. The ideal candidate will have a working knowledge of planning and development and will be able to help implement proffer commitments, prepare proffer requests for right-of-way that supports public projects, and aid in County budget allocations of proffer funds. The position requires the ability to collaborate with senior-level County staff, prepare reports for the Board of Supervisors and related committees, and communicate effectively orally and in writing in response to proffer and general zoning inquiries.
Requires any combination of education and experience equivalent to a Master’s degree in Urban/Regional Planning, Public Administration, Real Estate, Public Policy, Engineering, or Law and demonstrate two years direct work experience, including professional research and analysis. Progressively responsible work experience at a level that required management of planning and land use projects and programs is preferred. American Institute of Certified Planners (AICP) and/or Certified Zoning Administrator (CZA) credentials are desirable.
This position requires an analytical thinker with the ability to facilitate discussions, solve problems, and present results. The ability to manage multiple projects, prioritize tasks and meet critical deadlines is required. Must have strong advisory and communication skills as well as the ability to adjust to a variety of situations including communication with staff, applicants, top governmental officials, and citizens.
