The Natural Resources Division of the Department of Building and Development is seeking candidates for a full-time Engineering Technician position. This position: implements field quality control, code enforcement and engineering plan review functions to support the County's erosion and sediment control program. Also, implements the required field inspections and record audits pertaining to the permitting issued in line with the Virginia Stormwater Management Program. Requires the ability to conduct detailed erosion and sediment control plan review for grading permits as submitted with construction plans and profiles as well as site plans to ensure compliance with the Virginia Erosion and Sediment Control Laws, local ordinances/regulations and best engineering practices. Perform inspections of all assigned active construction sites in accordance with State laws and local ordinances. These are field positions that work directly with developers and contractors. This position requires the ability to communicate ideas clearly, concisely and effectively as well as the ability to develop and maintain effective working relationships, respond to citizen complaints and inquiries from the Board of Supervisors in a timely manner.
Requires a high school diploma or equivalent and 6 years of experience in erosion and sediment control, stormwater management, engineering, or a related field. Knowledge of County and State erosion and sediment control and stormwater laws and ordinances; general knowledge and understanding of the principles, practices and techniques of civil engineering; ability to use automated systems and computer related equipment strongly preferred.
Must have or obtain certification as Erosion and Sediment Control Inspector within one year of employment, Virginia Stormwater Management Program Inspector within 18 months of employment and Erosion and Sediment Control Plans Reviewer through the Commonwealth of Virginia within two years of employment. Applicants must be able to inspect active construction projects, often requiring significant walking or crawling through tight spaces, and climbing into manhole structures during all types of weather conditions.
