This brand new position will serve as a high-level independent contributor and subject matter expert within the Department of Human Resources, Division of Employee Relations and Learning Organization Development. This innovative Division takes an integrated approach to supporting the County in achieving effective performance management, maintaining high standards of workplace conduct, promoting diversity and inclusion and employee engagement, resolving employee concerns and conflicts, and improving workplace culture throughout the organization. A core objective in support of the Division’s mission is the professional development of County supervisors and managers.
The Learning and Organization Development Specialist position was created to develop and deliver an in-house supervisory training program for the County’s more than 700 supervisors and managers. The purpose of this critical program is to ensure that all County supervisors and managers understand their responsibilities under County HR policy (and related employment laws) and are able to successfully partner with the Department of Human Resources in effectively administering HR policies and programs within their assigned teams and departments. The County’s vision for this new program is a mandatory, multi-course program with a dynamic curriculum. The program will be delivered primarily through classroom learning but will also incorporate other learning modalities, such as e-learning and micro-learning, where appropriate. This position will be responsible for recommending the curriculum, researching and developing course content and associated written course materials in collaboration with internal stakeholders, researching external training programs and vendors to support the County’s program, and serving as the sole, lead and/or co-facilitator for the suite of courses offered under the program. While the focus will primarily be on developing and delivering classroom training, there are some administrative duties associated with this position such as scheduling classes, tracking attendance, analyzing course evaluations, and processing vendor payments.
The successful candidate for this position will be a dynamic public speaker with excellent verbal communication and interpersonal skills. Excellent research, writing and organization skills are also essential. Must enjoy working with a diverse group of employees across multiple professional disciplines and at various levels within the organization. Highly experienced Learning and Organization Development candidates, with a background in facilitation and curriculum development, are preferred. However, due to the critical focus on training related to HR policies, best practices and laws, candidates with a strong HR Generalist, Employee Relations or Employment Law background, who have some training experience, will also be considered.
