Any combination of education and experience equivalent to a Bachelor’s degree and at least three (3) years of real estate appraisal or assessment experience is required. Four years mass appraisal experience desired. The Appraiser should have a knowledge of market, cost and income approaches to value and demonstrate a proven aptitude in the fundamentals of mass appraisal. Practical application of assessment ratio studies, as well as land modeling and cost modeling concepts. Should possess knowledge of computer applications related to assessment (Microsoft Office, CAMA, Pictometry, Multiple Listing Services, GIS), and basic concepts and terminology related to real property appraisal and taxation including knowledge of real estate markets, trends and transactions.
Additionally, the Real Estate Appraiser should have a basic understanding of concepts, materials and terminology related to building construction, zoning codes and regulations. Core skills include: analytical and critical thinking, planning and organizing, verbal and written communication, customer service, decision making, principles and practices of complex property appraisal purposes, and basic competency in operating industry specific computer applications. Additional skills include basic competency with methods and techniques of property ownership research and investigation.
Successful candidate will undergo criminal background, credit, and DMV record checks. Must maintain a valid driver’s license in Virginia or regional state of residence. Employees are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Commissioner of the Revenue.
