Loudoun County’s Department of Management and Budget (DMB) is seeking a detail-oriented, enthusiastic, and innovative team player to become a member of its team. DMB, which reports directly to the County Administrator, is a change agent for the County and guides departments through resource allocation and programmatic analysis to create a high-functioning local government organization. DMB is responsible for the coordination and technical work in the preparation, monitoring, execution, and presentation of the County’s annual proposed and adopted budgets, including the six-year Capital Improvement Program (CIP).
An ideal Budget Technician will share a passion for local government, prioritize problem solving and collaboration, and thrive in a fast-paced, results-oriented environment. The successful candidate should also have strong analytical and writing skills, a preference for collaboration, and prioritize customer service. The Budget Technician will mainly assist the team tasked with the development, management, and execution of the County’s Capital Improvement Program (CIP), a six-year budget and planning document that totals $2.4 billion.
The Budget Technician’s role within DMB will be to manage the following tasks:
• Perform data entry into spreadsheets to prepare for the capital budget process and ensure data integrity throughout the process and budget adoption;
• Build and manage template files for budget document production;
• Track contingency funds;
• Maintain and update cost estimation methodologies;
• Provide administrative support to work related to the County’s Fiscal Impact Committee;
• Schedule meetings for capital budget process development;
• Track requests for funding and associated materials from the County’s incorporated towns;
• Process payments associated with the management of the capital budget program and associated special revenue funds; and
• Process budget adjustments.

The County’s General Fund budget totals $1.8 billion for FY 2020 and is buoyed by strong residential, commercial, and personal property values and sales tax and its backbone of nationally-recognized schools. Requires a Bachelor’s degree in Government, Public Administration, Public Policy, Finance, Business Administration, or related field. Related work experience with government is preferred; or equivalent combination of education and experience.
Knowledge of the theory, principles and practices of governmental budgeting and accounting; capital budgeting practices, principles, policies and processes; Oracle E-Business Systems, ERP systems, or other financial management systems is preferred. Skill in use of Microsoft Office suite. Ability to make public presentations of budgeting concepts and issues and to establish effective working relationships with other employees, managers, officials, and the general public.
