The Department of Transportation and Capital Infrastructure is seeking qualified candidates for a Senior Management and Budget Analyst. An ideal Senior Management and Budget Analyst will share a passion for local government, prioritize problem solving and collaboration, and thrive in a fast-paced, results-oriented environment. This position reports to the Deputy Director for Capital Projects Coordination, Funding, and Policy Division. The Capital Projects Coordination, Funding, and Policy Division assists the Department of Management and Budget in the development of the County’s six year Capital Improvement Program budget (CIP) and provides planning, budget and accounting expertise through all phases of the County’s public facility development, in accordance with the County’s fiscal policies. The Division is also responsible for the grant applications for numerous road and transit projects, as well as the monitoring and reporting of the expenditures of those grants. The Division represents and advocates Loudoun County interests related to transportation and transit at numerous regional and state organizations including the Washington Metropolitan Area Transit Authority (WMATA), the Northern Virginia Transportation Commission (NVTC) and the Norther Virginia Transportation Authority (NVTA). The division is also responsible for legislative proposal review and development and influencing regional and State decisions makers. The Transit and Commuter Services Program is encompassed in this Division, which includes the County bus service, Transportation Demand Management program Employee outreach program and County representation regionally on transit related boards and committees. Responsibilities of this position are to work with Management and Budget staff to prepare and manage the department’s operating budget, including a complex Transit and Commuter Services budget funded with multiple grants. Additional responsibilities are to assist other members of the department in managing the funds for over 200 capital projects included in the $2.8 billion dollar Capital Improvement Program. This position works closely with the Department of Management and Budget, Department of Finance and Procurement, Virginia Department of Transportation and with staff in the Department of Transportation and Capital Infrastructure, requiring an applicant to be comfortable communicating across several disciplines. The individual is required to use the ORACLE financial system, e-builder project management software, excel, and Word. The person in this position is required to work independently with general guidance from the supervisor, have the ability to prepare detailed analysis of a wide range of issues, and to be flexible to changing priorities and deadlines within a highly visible and impactful department.
Requires a combination of education and experience equivalent to a Master’s degree Public Administration or Business Administration or related field and two years of related experience experience.
Experience and knowledge of Visio, Oracle, e-Builder, Hyperion or equivalent programs is a plus. Experience in developing Capital Improvement Programs and Operating Budgets is desirable. In addition, experience with work process design and flowcharting is also desirable. Demonstrated ability to problem-solve and organize and the ability to work with many different people.
