Plan Hillsborough provides value-added planning services through a diverse team of professionals working towards a thriving future for Tampa, Temple Terrace, Plant City, and Hillsborough County, and provides staff to the Hillsborough County City-County Planning Commission, the Hillsborough County Metropolitan Planning Organization and the Hillsborough River Interlocal Planning Board.
IDEAL CANDIDATE PROFILE
- Experience working in or with local or regional transportation or planning agencies
- Background engaging stakeholders and community members in local planning and policy decisions, including in historically marginalized communities
- Experience with technical analysis and evaluation specific to transportation services and projects
- Experience with planning shared mobility services such as car-sharing, bike-sharing, ride-hailing, paratransit or on-demand transit
- Experience with using GIS
- AICP certified

JOB SPECIFIC COMPETENCIES
- Knowledge of transportation planning and operations.
- Knowledge of a variety of shared mobility modes (such as car- sharing, bike sharing, ride-hailing, micro-transit, etc.).
- Knowledge of urban land use, housing, transportation, and economic development theory and policy.
- Knowledge of emerging technology such as autonomous, connected, electric and shared transportation systems.
- Knowledge of laws, regulations and principles governing transportation planning.
- Knowledge of regional travel demand models and data required as inputs.
- Knowledge of transportation data sources and methods of collection, such as traffic counts, Bluetooth, GPS, etc.
- Knowledge of multimodal level of service calculations and standards.
- Project coordination and/or project management skills.
- Policy analysis skills. Proficiency with standard software such as Microsoft Office Suite (Word, Excel, PowerPoint) Technical and non-technical communication skills.
- Ability to use databases.
- Ability to communicate with a very broad range of stakeholders including individual citizens or customers who may be disadvantaged or have disabilities, agency staff, policy makers & elected officials, private business owners and entrepreneurs.
- Ability to manage a large and diverse work plan.
- Ability to draft transportation plans, or elements thereof, and planning reports.
- Ability to collect and analyze transportation data, assuring data quality.
- Ability to conduct transportation-related technical studies and analyses.

- Collects, compiles and organizes transportation data and evaluates data for quality as required.
- Prepares transportation reports and technical analyses, and reviews and comments on reports prepared by others.
- Drafts executive summaries and attachments for agenda items and presents them to advisory committees and Metropolitan Planning Organization Board.
- Facilitates discussion of policy issues related to shared mobility and transportation disadvantaged planning.
- Tracks and disseminates information on shared mobility concepts and projects from other regions.
- Coordinates with or serves as liaison to other agencies or organizations, providing oral or written reports as required.
- Responds to inquiries in writing and orally from staff from other teams, other agencies, elected officials and the public.
- Makes presentations to MPO Committees and Board, outside agencies and organizations, and the public as needed.
- Participates in training and professional development activities approved by supervisor.
- Performs other related duties as required.
