The ideal candidate will have a Bachelor’s Degree with a major in Accounting, and at least six years of experience in Accounting and Fiscal Management. Ideal Candidate will demonstrate strong Accounting, Analytical, Problem Solving, and Process Improvement skills. Additionally the candidate will have experience with the fiscal management and payment processing/general ledger posting of business operating expenditures; Purchasing-Payables-General Ledger-Fixed Assets; BI (Business Intelligence) reporting and Revenue Collections / Revenue Recognition. The ideal candidate will have Excellent Customer Service Skills and the ability to work on a high functioning/high output Fiscal Team, will be a self-starter, and display initiative along with the ability to resolve complex accounting/fiscal processes and issues. Ideal candidates will have the ability to adapt to a demanding and ever-changing work environment as well as short-notice deadlines.


This leadership position is responsible for managing the fiscal section within Fire Rescue. The fiscal Services Manager will have oversight of all fiscal activities, functions and assigned personnel within the department. The incumbent will develop, implement, monitor, and refine department fiscal related policies and procedures. The Fiscal Services Manager is responsible for the development, preparation, submittal, and management of the Fire Rescue operating and capital budget (approximately $200M). The incumbent works with the Fire Rescue Executive Staff in the development of business plans by tracking costs, verifying available funds, ensuring prompt payments, and proper accounts receivable processing, coordinates with other sections and assists in the use and implementation of various Enterprise Resource Planning modules. Serves as a liaison with the Management and Budget department, the Clerk of the Circuit Court, and other departments.


Graduation from an accredited four-year college or university with a related degree, Accounting degree preferred.

At least six years of experience in the area of fiscal/accounting management.

CPA license preferred

NIMS 100, 200, 300 and 700 certification

    Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

    • Develops, leads and directs activities within the fiscal services section of Fire Rescue. This includes supervision and development of three employees.
    • Assists the Fire Chief and Deputy Chiefs with the development and management of the department's budget (approximately $200M), to include preparation, projections, and analysis. Identifies fiscal needs for budget amendments and prepares draft budget resolutions and amendments for approval by the Board of County Commissioners.
    • Prepares monthly, quarterly and annual financial and status reports for management, to include customized Business Intelligence (BI) reports, cost recovery reports, rate studies, and statistical information.
    • Performs financial analysis. Provides regular reports on all aspects of the department's budget to include budget versus actual revenue / expenditures, budget versus projected revenue / expenditures, environmental scan/trends, revenue management, position control and unforeseen challenges.
    • Develops and Reviews plans, performs analysis, and prepares high-level reports. Recommends and plans long-range goals, objectives and organizational structure. Implements short and long-term goals to ensure efficient operations. Monitors the fiscal aspects of all grants, to include set up and having new funds issued, creation of tasks structure, grant projections, reimbursement requests, and reporting.
    • Troubleshoots fiscal and systems concerns and determine steps for corrective actions.
    • Provides expertise concerning founding sources, contracts and application requirements.
    • May be required to work extended hours, or overnight during emergency situations. Manages the reimbursement process for activations and deployments eligible for reimbursements.
    • Other duties as assigned

    Response/Recovery Activities:
