IDEAL CANDIDATE PROFILE

This Accountant position is in the Clerk of Circuit Court’s County Finance Department. This job involves work in the following major areas: preparing debt service payment requests and related accounting entries for Hillsborough County; preparing schedules and information for the annual County audit; preparing purchase requisitions for three Clerk departments: managing and performing record retention activities; and other duties as assigned. The ideal candidate will have the potential to be promoted to higher levels of responsibilities over time.

MINIMUM QUALIFICATIONS

A bachelor’s degree with a major in Accounting, Finance, Business, Computer Science or any other field. (Any bachelor’s degree would be acceptable).

TESTING REQUIREMENTS

As a part of the consideration for this position, eligible candidates will be required to take an Accounting assessment test.

JOB SPECIFIC COMPETENCIES

• Knowledge of generally accepted accounting principles.
• Accounting system or ERP system knowledge. Knowledge of an Oracle, SAP or similar ERP system would be a big plus.
• Strong interpersonal and communication skills.
• Ability to interact with management and other personnel both within the County Finance Department and at outside departments is needed.
• Ability to work independently, but knowing when to ask for assistance or management advice.
• Knowledge of the OnBase document management system would be a plus.
• Ability to acquire knowledge of applicable Florida Statutes, County Ordinances, Administrative Orders, Policies and Procedures, and chart of accounts (revenues and expenditures).
• Ability to learn quickly.
• Skill in the writing or updating procedures about your own responsibilities.
• Skill in moving from one job activity to another quickly and efficiently.
• Knowledge of Excel, Word, and other computer applications.

REPRESENTATIVE DUTIES

Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. This job has essential functions such as the following:

(
a) Hillsborough County Board of County Commissioners has over a billion dollars in bonds and notes payable. This job requires preparing debt service payment requests (such as bank wires) and debt-related journal entries in accordance with debt covenants and other requirements. This job requires ensuring that budget appropriations are proper and set up in advance to allow debt service. It also requires preparing workpapers for arbitrage rebate compliance in accordance with Section 148 of the Internal Revenue Code under the supervision of management.

(b) This job involves supporting the annual County audit. For example, this support may include preparing schedules, providing information or answering auditor questions.

(c) This job includes preparing requisitions through the Oracle ERP system for purchases by County Finance, Payroll and Clerk’s Accounting departments. This job also includes preparing County Finance Department payment requests, allocations of costs between departments, as well as documents for the Clerk’s (and top level management’s) authorization to make certain purchases.

(d) The County Finance Department uses OnBase for document workflow and retrieval and is mostly paperless for major payment and receipt functions. This job involves scanning public official bonds and other vital records for retention in OnBase in accordance with state of Florida Record Retention Guidelines, preparing record destruction forms for management and state of Florida approval, and preparing certain record retention documentation. The objective is to become a record retention expert for the department.

(e) Cross-training for other functions as needed such as capital assets, budget monitoring, ERP system account maintenance, and grants. The incumbent will work in a self-directed manner and work on longer-term special projects as necessary as well as perform other duties and assignments as directed by management.
