IDEAL CANDIDATE PROFILE
The Hillsborough County Public Works Administration is seeking a proactive, dynamic, seasoned Professional Engineer to manage stormwater projects which includes preparing flood investigations, alternative analyses, cost benefit evaluations, work plans and project initiations. The ideal candidate will have extensive knowledge and experience in the management of stormwater projects, project management and oversight, consultant contract negotiation and management, and public outreach and communication. The candidate will need strong communication abilities and effectively working with others to determine agreeable solutions to issues.
Preferably, the ideal candidate will possess five years of experience performing hydraulic routing computer modeling and ten years of experience with runoff hydrology calculations, waterbasin delineations and hydraulic routing.
Registration in the State of Florida as a Professional Engineer (active status) in the applicable discipline as required by the Florida Statutes Chapter 471.
(An applicant who holds a valid license to practice engineering in another state or territory of the United States, must meet current requirements to be licensed in the state of Florida as a professional engineer, and obtain the license within 6 months of employment)

DUTIES AND RESPONSIBILITIES
Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.
- Perform flood complaint (WO) site visits, interview the residents for the flooding details (the flood limits, time duration, and frequency of flooding occurrences). Perform spot elevation survey if necessary. Provide initial design alternative.
- Perform the construction quantities and cost estimate for each proposed alternative. The design and land cost shall also be estimated to come up to a future CIP total cost budget.
- Perform the benefit/cost ratio calculations and rank of the proposed unfunded CIP.
- Perform the 5-year stormwater CIP work planning with schedule and budget.
- Manage countywide roadside swale/ditch system initial assessment and plan annual maintenance program.
- Coordinate with pump station maintenance group review the problems, set priorities and provide the 5-yr budget & schedule for pump station rehabilitation program.
- Investigate and report the flooding and/or failed traffic signal locations in the assigned area after the hurricane hit. Provide preliminary solutions for the local flooding reliefs based on engineering knowledge and training.
- Review and comment to stormwater design consultant design work. Provide suggestions of modification (or alternative, if there is any) to the design PM.
- Evaluate Countywide emergent portable pump operation locations to determine the future permanent pump station construction based on the frequency and extent of flooding.
- Interacts with clients, customers, officials, contractors, and others; leads project meetings and makes presentations; represents the County and maintains productive relationships with individuals and related organizations.
- Receives administrative supervision with assignments given in terms of broad general objectives and limits.
- Performs other duties as required
- Advanced knowledge of public works engineering, project development, design, land acquisition and construction, and capital project schedule and budget management.
- Knowledge of large and complex public works capital improvement project management methods and practices.
- Knowledge of computer modeling and computer-aided drafting and mapping software and applications.
- Knowledge of federal, state and local laws, regulations, and ordinances, and other professional sources of information pertaining to public infrastructure, building and zoning codes, environmental permitting, and real estate.
- Knowledge of the principles and practices of land surveying.
- Knowledge of County’s comprehensive planning, capital improvement projects, and growth projections.
- Knowledge of field testing, sampling and investigative techniques and procedures.
- Ability to work as an effective program supervisor; ability to communicate clearly and concisely orally and in writing.
- Ability to manage, train, schedule, assign, monitor, review, and evaluate assigned staff.
- Ability to be adaptive and thrive in a fast paced work environment.
