  • Masters Degree in Engineering
  • Communicating and presenting concepts in a clear manner to technical staff and clients/customers
  • Developing Conceptual Design Reports or Basis of Design Reports
  • Completing Capacity Analysis Reports
  • Developing Master Plans for treatment facilities
  • Preparing, reviewing, and interpreting design plans, technical specifications, and bid packages
  • Evaluating and troubleshooting processes at a treatment facility
  • Developing and evaluating operational protocols, including pumping operations
  • Evaluating regulatory requirements for treatment facilities, including effluent disposal         
  • Supervising staff or managing contractors


Directs and manages engineering associates who evaluate the needs at treatment facilities and ensure that needed expansion and other improvements are planned in a timely manner.  This includes evaluating potable water and wastewater treatment processes; developing Master Plans and Capacity Analysis Reports; and managing the planning portion of the CIP budget cycle including project requests, project initiation forms, and conceptual design reports.


  • Registration in the State of Florida as a Professional Engineer (active status) in the applicable discipline as required by the Florida Statutes Chapter 471

(An applicant who holds a valid license to practice engineering in another state or territory of the United States, must meet current requirements to be licensed in the state of Florida as a professional engineer, and obtain the license within 6 months of employment) 

  • Six years of post-registration experience as a Professional Engineer in the applicable discipline.

Light work - Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.  If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

  •  Maintain potable water, wastewater, and reclaimed water master plans that identify and schedule the infrastructure required to properly expand and maintain the systems.
  • Identify, prioritize, and develop projects for delivery by the CIP project managers. This includes managing staff with overall responsibility for completion of conceptual design reports for projects moving forward in the CIP.
  • Manages staff with overall responsibility for reporting data in accordance with water use permits, capacity analysis reports, and other Florida Department of Environmental Protection requirements.
  • Develop facility-specific projections to use for capacity analysis in developing master plans, planning for new development, and reporting to regulatory agencies.
  • Manages staff with overall responsibility of developing and evaluating operational protocols, including the assessment of pumping operations at the potable water and reclaimed water facilities.
  • Manages cooperative funding process and works with the Southwest Florida Water Management District staff to identify and receive funding for aquifer recharge projects and reclaimed water projects.
  • Provide key information to County leadership and provide technical assistance for planning efforts with Tampa Bay Water.  
  • Performs other duties as required.

  • Independently reviews and approves activities and requirements with engineers for developer projects and internal operations.
  • Exceptional written and verbal communication skills required to interact with internal and external customers. Must be able to develop relationships.
  • Ability to plan both short- and long-term projects that facilitate improved delivery of level-of-service and long-term strategic goals.
  • Must be able to lead and develop a team through appropriation of work activities and training.
  • Strong management skills and ability to communicate and work effectively with peers and subordinates.
  • Ability to parse, understand, and interpret matters related to both engineering and personnel.
  • Ability to manage multiple projects with varying degrees of complexity. Must be able to manage conflict and develop solutions.
  • Represents the County by leading meetings and making presentations. As needed, serve as the primary contact for other agencies such as SWFWMD.

    • Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
    • Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
    • Holidays: Employees receive up to twelve (12) paid holidays per year.
