IDEAL CANDIDATE PROFILE

• Two years of experience coordinating a quality or work process improvement program
• Two years of rate, fee or charges calculation experience
• Two years of public speaking or facilitating a group of at least 3 people
• One year of business process document or standard operating procedure creation/modification experience
• One year of laws, codes, ordinances, SOP's or program qualifying compliance experience
• Two years of Excel experience in a work environment
• Ability to plan, organize and implement program activities with multiple deadlines
• Ability to communicate verbally and in writing with internal and external customers
• Ability to work independently
• Ability to work in a team environment
• Ability to be self-motivated and work with little management prompting
• Ability to interpret business process documents to ensure quality standards
• Ability to analyze data, recommend training and work product revisions to improve program operations
• Ability to perform research and document best practices to implement in work programs/processes

JOB OVERVIEW

Ensures data quality, revenue recovery and quality assurance (QA)/quality control (QC) key assessments and the development of new activities. Ensures timely and accurate processing of new development and assessment program  functions. Reviews rate, code ordinance and business processes to ensure compliance. Uses automated billing, Microsoft Excel and Access to manage/produce reports. Reviews Automatic Call Distributor (ACD) calls and recommends training and process improvements to management.

MINIMUM QUALIFICATIONS

  • Graduation from an accredited four year college or university;

         AND

  • One year of experience directly related to the assigned program.

          OR

  • An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted below.

CORE COMPETENCIES

Performs professional work planning, organizing, developing and coordinating administrative aspects of assigned programs. Develops and administers program policies and procedures, and monitors work processes to achieve program objectives.

WORK CATEGORY

Light work - Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.  If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

Work Environment - Office environment with minimal travel to North Site at 15610 Premiere Drive.

PHYSICAL REQUIREMENTS

  • This position is primarily sedentary and work performed on a computer.

DUTIES AND RESPONSIBILITIES

  • Plans, develops, organizes and evaluates work processes to ensure the efficient delivery of program services and fulfill program objectives.
  • Participates in needs assessment data analysis to assist in developing grant applications to obtain funding for assigned projects.
  • Reviews existing policies, procedures, and directives and recommends changes where necessary.
  • Interprets/explains policies, processes, applicable laws, rules, regulations, and guidelines specific to an assigned program to resolve problems, answers program questions, and provides information to current and potential program participants.
  • Coordinates action where several organizational entities are involved and follows up to ensure that all details and program requirements are met.
  • Reviews program operations for compliance, identifies program strengths and weaknesses and areas of non-compliance, and recommends corrective action.
  • Instructs individuals and groups on proper methods and procedures for compliance with program regulations.
  • Writes or revises procedural and training manuals and summary reports.
  • Conducts orientation, training and presentations for individuals, groups, and organizations.
  • Recruits and trains volunteers and program staff, and develops work schedules to provide appropriate staff coverage.
  • Conducts customer/participant surveys to gather information on program services and customer satisfaction, and identify gaps in services.
  • Assists in the development of the program budget, monitors expenditures.
  • Processes pre-approved expenditures, and assists with preparing grant applications.
  • Resolves problems encountered during daily operations and determines appropriate solutions. 
  • Performs other related duties as required.

  • Health Plan: The County pays towards health insurance premiums for all employees. Employees can select from two (2) healthcare plan options. Coverage is effective the first of the month following thirty (30) days of employment.
  • Dental Insurance: Employees are eligible to enroll in the dental coverage and choose from four options: High DMO, Low DMO, a network Open Access Plan, and a PPO. Coverage is effective the first of the month following thirty (30) days of employment.
  • Vision Care: Employees and their dependents are eligible to enroll in the vision coverage. Co-payment coverage includes exams, lens and frame, as well as an allowable contact lens expense. Coverage is effective the first of the month following thirty (30) days of employment.
  • Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
  • Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
  • Holidays: Employees receive up to twelve (12) paid holidays per year.

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
