IDEAL CANDIDATE PROFILE

The ideal candidate will have a Master's degree in Geomatics, Survey & Mapping, Geography, Engineering or a closely related field; and four or more years of experience managing GIS projects.

An extensive working knowledge of GIS and Environmental Systems Research Institute (ESRI) suite is also ideal.

JOB OVERVIEW

Performs extensive duties planning, directing, managing, organizing, and overseeing the daily operations of the Property Appraiser’s Office Geographic Information System (GIS) activities and GIS staff while also coordinating GIS efforts with other departments and external agencies.

MINIMUM QUALIFICATIONS

A Master's Degree from an accredited college or university in Geomatics, Survey & Mapping, Geography, Engineering or a closely related field; and Four (4) years of experience managing GIS projects.

OR

Graduation from an accredited four year degree granting college or university with a Bachelor’s in Geomatics, Survey & Mapping, Geography, Engineering or a closely related field; and Five (5) years of experience managing GIS projects.

OR

An Associate's Degree from an accredited college or university in Geomatics, Survey & Mapping, Geography, Engineering or a closely related field; and Seven (7) years of experience managing GIS projects.

OR

Graduation from high school or possession of a GED Certificate; Eight (8) years of experience managing GIS projects; four (4) of which must have been in a supervisory capacity.

JOB SPECIFIC COMPETENCIES

  • Extensive knowledge of GIS, including advanced location and proximity (geospatial) based analysis techniques, data modeling, work process analysis, relational databases, computer programming techniques, cartographic principles and data creation methodology 
  • Extensive knowledge of Environmental Systems Research Institute (ESRI) suite of GIS Software
  • Working knowledge of property appraisal theory, or the ability to successfully complete courses in single property and mass appraisal theory within twenty four months
  • Extensive knowledge of management principles, practices, innovative leadership and motivation techniques
  • Excellent oral and written communications skills
  • Ability to establish and maintain effective working relations with others within and outside own organization 
  • Ability to use considerable initiative, think independently, and exercise sound judgment

REPRESENTATIVE DUTIES

  • Oversees and directs daily operations of the Property Appraiser’s GIS Team. Formulates
    scope of work; schedules projects, designs performance measures, and monitors project and
    staff progress. Takes corrective action as necessary to ensure timely delivery of work.
  • Serves as initial point of contact to other departments and agencies in GIS matters;
    represents GIS issues at meetings, functions, or events; coordinates GIS activities with
    Property Appraiser departments and external agencies, as necessary.
  • Provides GIS support for Emergency Management activities, when requested. Assists in
    Emergency Operations in disaster recovery efforts, when requested. 
  • Responds to administrative referrals, assignments, inquiries, and requests for information;
    performs complex geospatial analysis on projects requiring advanced technical skills or
    those that are politically sensitive.
  • Assists with the planning and management of the GIS Team budget; prepares necessary
    budget documents, and monitors expenses to ensure compliance with the Property
    Appraiser’s budgeting practices. 
  • Assesses resource needs and identifies shortfalls; interviews and recruits, or assists in the
    recruitment, of new personnel.
  • Assumes the authority of and acts on behalf of a more senior official. 
  • Performs other related duties as required.
