Water Conservation Inspector (#WTRCINGENI) GENI

Performs duties patrolling unincorporated areas of the County to detect violators of the mandatory water use restrictions and providing information on weather conditions, water conservation measures, and enforcement policies and procedures.


Graduation from high school or possession of a GED Certificate; and
One year of experience operating and maintaining an irrigation system; and
One year of public contact experience;

Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below; and

Possession of a valid Driver License.

  • Working knowledge of the Water Conservation Program goals, objectives, and functions.
  • Some knowledge of the legal procedures related to the enforcement of water use restrictions.
  • Some knowledge of water system functions and practices.
  • Some knowledge of water efficient irrigation systems.
  • Ability to enforce provisions of local ordinances and regulations with tact and impartiality.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
  • Ability to use a computer and related software.
  • Ability to safely operate a motor vehicle.

  • Patrols the unincorporated areas of the County to detect violators of the mandatory water use restrictions.
  • Issues warnings and citations to violators of the water use ordinance to enforce water conservation measures.
  • Researches Property Appraiser records to determine legal owner of property being cited for a violation of the water use restrictions.
  • Instructs the public on the basic installation and operation of an irrigation system to promote the efficient use of water.
  • Schedules and attends meetings with water use violators to assist in resolving noncompliance conditions and determining course of action.
  • Investigates complaints pertaining to water use restrictions to determine if a violation is being committed.
  • Assists in the preparation of studies and reports for presentation at Hearing Master or court proceedings.
  • Takes detailed field notes to document water use violations.
  • Testifies at Hearing Master or court proceedings using field notes.
  • Assists in preparing and presenting information on weather conditions and water conservation measures to various groups, to include staffing displays at fairs, conventions, and other events to inform the public of the need to conserve water.
  • Maintains a computerized enforcement case tracking system.
  • Maintains and monitors case files and provides information on status of cases.
  • Performs other related duties as required.
