JOB OVERVIEW

Performs duties interviewing and processing benefit eligibility claims for veterans, their survivors and dependents, and other interested parties.

MINIMUM QUALIFICATIONS

Associate’s degree from an accredited college or university; AND ·        

3 years as a Veterans Services Officer; OR ·        

An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted above; AND ·        

Be a veteran who served as a member of the U.S. Armed Services during a period of war, as defined in Title 38, U.S.C. with at least eighteen months of active duty military service who separated under honorable conditions, or be the surviving spouse of any such veteran; OR ·        

Be an honorably discharged wartime veteran who was discharged for service connected or aggravated medical reasons before serving eighteen months of active duty who either completed a tour of duty other than active duty for training, regardless of the length of the tour, or who satisfied his/her military obligation in a manner other than active duty for training or reserve duty; AND

Must have a professional accreditation by a national Veterans organization such as American Legion, Veterans of Foreign Wars, Disabled American Veterans, and Florida Department of Veterans Affairs.

Must have the authority to assist veterans before the board of Veterans Appeals.

REPRESENTATIVE DUTIES

Duties and Responsibilities Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

Supervises and trains Veteran Service Officers.

Performs case by case quality control functions such as auditing case actions, reviewing documentation to ensure accuracy and procedure compliances, and reviewing veteran’s claims.

Provides consultation and guidance to Veteran Service Officers on complex case situations, emergencies, or cases which require higher level decisions.

Manages satellite offices independent of close supervision.

Reviews amendments and/or policy changes to Title 10/38 U.S. Code 38 CFT regulations, VA program guides and VA rating schedules, ensuring all Veteran Service Officers are informed or relevant information.

Ensures all Veteran Service Officers are up-to-date regarding training and certifications.

Reviews and processes claims based on military service involving death, compensation, pension, hospitalization, insurance, outpatient treatment, educational assistance, and other related claims and forwards them to appropriate agencies 

Refers veterans, their survivors, dependents, and other interested parties to Federal, State, or County agencies for services.

Attends community based meetings with stakeholders and providers and acts as agency representative.

Promotes and maintains public relations with governmental and service organizations and conducts presentations to veterans, civic groups, and allied agencies on Veterans rights, privileges, and benefits. 

Interviews veterans, their survivors and dependents, and other interested parties to determine their benefit eligibility entitlement under Federal, State, and County laws and regulations.

Conducts field visits as necessary for disabled applicants to initiate or follow up on claims for benefits.

Maintains client history and completes applications for submission to the Federal VA.

Performs other related duties as required.  

PHYSICAL REQUIREMENTS

This position takes place in an office environment.

Requires sitting for an extended period of time.

JOB SPECIFICATIONS

Knowledge of Federal, State, and County laws and regulations related to veterans’ benefits and the standard policies for processing claims under appropriate laws.

Knowledge of the offices established for the purpose of providing assistance to Veterans such as the Veterans Administration and various state and local Veterans offices.

Knowledge of medical terms and procedures.

Knowledge of interviewing and counseling techniques.

Ability to effectively coach and supervise subordinate staff and coordinate activities and services provided by the Division to which assigned.

Ability to interpret and explain laws and regulations applying to Veterans benefits in language understood by Veterans or their families.

Ability to communicate effectively both orally and in writing.

Ability to work effectively with others.

Ability to make group presentations.

Ability to handle confidential information.

Ability to collect, organize and analyze data to develop logical conclusions. Ability to maintain work related records and prepare reports.

SPECIAL NOTES

Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
