JOB OVERVIEW

Performs duties developing computer graphics for government meetings and television programs, and producing and directing video productions.

MINIMUM QUALIFICATIONS

An Associate's or higher degree from an accredited college or university with a major in Computer Graphic Arts; and
One year of experience developing computer graphics for television programs or video productions, which included six months of experience assisting in the production of television programs;

OR

Graduation from high school or possession of a GED certificate; and
Successful completion of a vocational or technical program in Computer Graphic Arts; and
Two years of experience developing computer graphics for television programs or video productions, which included six months of experience assisting in the production of television programs.

Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below; and
Possession of a valid Driver License.

JOB SPECIFIC COMPETENCIES

  • Considerable knowledge of the principles, practices and procedures in the design, layout, and presentation of computer graphics.
  • Considerable knowledge of the software and hardware used in the organization to which assigned, including compositing, 3D and animation programs.
  • Considerable knowledge of integration of digital media for web applications to include audio, video, graphics, 3-D animation and associated metadata.
  • Considerable knowledge of video editing systems, computer generated graphics and audio editing software.
  • Some knowledge of transcoding prcesses used to format digital media for web based programming. 
  • Some knowledge of television production techniques, language, equipment and applications.
  • Some knowledge of industry standards and practices for media archiving, cataloging and storage.
  • Some knowledge of RAID based and digital tape (LTO-series) archiving for media applications.
  • Some knowledge of signal standards for broadcast television. 
  • Skill in drawing, painting, and lettering using free hand and mechanical methods.
  • Skill in setting up and operating television production equipment.
  • Ability to troubleshoot hardware and software problems.
  • Ability to train others.

REPRESENTATIVE DUTIES

  • Plans, designs, and creates computer graphics and artwork for television productions.
  • Prepares graphic reproductions of photographs and objects to enhance viewer understanding.
  • Develops conceptual ideas to improve program production values and to meet client's needs.
  • Manages, designs, and operates the TV bulletin board that is displayed between programs.
  • Trains others in the use of computer graphic and general office software applications.
  • Supervises temporary employees in creating graphics for television programs, TV bulletin board and printed materials.
  • Assists in the production of television programs and occasionally produces special projects to inform citizens of county government news and events.
  • Edits taped television productions to provide quality programming.
  • Operates audio and video equipment in the production of television programs.
  • Manages and updates the Hillsborough Television Website to ensure that programming data is current and to inform citizens of upcoming events.
  • Manages and troubleshoots computer hardware and software.
  • Performs other related duties as required.
