JOB OVERVIEW

Performs advanced and lead worker duties collecting and organizing tangible personal property (TPP) data for valuation purposes in preparation of the ad valorem tax roll.

MINIMUM QUALIFICATIONS

An Associate’s Degree from an accredited college or university; and
Two years of experience appraising tangible personal property
.

Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below; and
Possession of a valid Driver License.

  • Working knowledge of Florida Statutes and rules of the Department of Revenue related to tangible personal property appraisal.

REPRESENTATIVE DUTIES

  • Plans, organizes, and prepares daily work activities by reviewing TPP returns, and acquires property record cards and maps, using the Computer Assisted Mass Appraisal System (CAMA).
  • Conducts on-site inspections to locate, list, and value tangible personal property described by the property owner or TPP returns.
  • Verifies values are uniform and are reflective of fair market value.
  • Determines value of tangible personal property using information provided on tangible personal property returns, and investigates incomplete or questionable returns.
  • Investigates inquiries and complaints concerning value; confers with property owners or their representatives to explain the method, procedures, and policies with respect to the value placed on tangible personal property.
  • Collects, updates, and inputs data from multiple sources into the computer system related to tangible personal property type, age, location, size, condition, use, purchase price, and market value.
  • Records information for property valuation on prescribed forms and compiles and reviews various reports.
  • Performs minor safety and operational checks on assigned vehicles.
  • Discusses, reviews, and responds to general assessment inquires from the public.
  • Handles more complex property appraisal and inspections.
  • Researches value review requests and represents the department at value adjustment board hearings to provide an accurate account of the methods and procedures used in property valuations.
  • Performs team leader duties as required.
  • Performs other related duties as required.

ADDITIONAL REQUIREMENTS FOR SOME POSITIONS

Successful completion of the International Association of Assessing Officers (IAAO) Course 102 within one year of hire.  Subject to waiver or extension by the appointing authority due to extenuating circumstances.
