JOB OVERVIEW

Performs duties in the analysis, design, development, testing, implementation and management of functional automated information systems.

MINIMUM QUALIFICATIONS

A Bachelor's degreeĀ in a Data Processing field; and
Two years of experience in computer programming or systems analysis.

An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

JOB SPECIFIC COMPETENCIES

  • Considerable knowledge of the principles and techniques of computer systems including systems analysis, design, long term planning, programming, and computer equipment characteristics.
  • Some knowledge of computer programming languages.
  • Ability to prepare short and long range plans using procedures such as time/flow process charts, critical path analysis and PERT process.
  • Ability to analyze systems and to plan computer applications.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to train users in computer concepts and applications, and to provide technical assistance to computer staff.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.

REPRESENTATIVE DUTIES

  • Discusses report requirements and data availability with users; discusses system impact with appropriate functional areas; advises users on the feasibility of converting to automated systems and assists in formulating objectives.
  • Conducts comprehensive preliminary studies and feasibility studies of proposed computer applications including performing costbenefit analysis.
  • Analyzes, plans and designs computer applications including the preparation of all levels of program flow charts, forms, procedures, documentation and system configuration.
  • Tests programs, analyzes output, and ensures modifications are made as necessary to meet objectives.
  • Assigns tasks to programmers and participates in programming.
  • Maintains and modifies existing systems to support user needs.
  • Provides technical assistance and may instruct others in the principles and techniques of programming.
  • Trains users in the system.
  • Evaluates new technological innovations in relation to existing systems and makes recommendations to management.
  • Acts as liaison between department or agency and hardware maintenance and support organizations.
  • Performs other related duties as required.
