Senior Public Relations Strategist (#SRPRSTEPCS) EPCS
$26.97-$44.10 Hourly / $4,674.80-$7,644.00 Monthly / $56,097.60-$91,728.00 Yearly


Performs advanced professional and strategic public relations duties, including providing leadership in strategizing the timely development, administration, and dissemination of information regarding a wide range of programs and services to foster and improve education, media, and community relations throughout the service area, while protecting and building the agency's reputation.


A Bachelor's degree; and
Five years of experience planning, implementing or managing public relations, community relations, marketing or integrated communications programs.

The competencies required of positions in this job classification are a mix of public relations, journalism, copywriting, marketing, and content development. Depending on the specific position, successful employees in this job classification would exhibit:

  • Considerable knowledge of the principles and practices of public relations/media relations strategy development and how it relates to positive public/media relations
  • Considerable knowledge of writing and editing press releases, positioning stories, pitches, articles and other communications materials
  • Considerable knowledge of English grammar, punctuation, spelling and proofreading
  • Considerable knowledge and understanding of social media platforms and target audiences
  • Ability to create content for public relations collateral including brand journalism content
  • Ability to engage a diverse team of professional employees, and partners in developing goals, executing plans, and delivering results
  • Ability to mobilize teams, building momentum to get things done by communicating clearly and consistently
  • Ability to use negotiation skills and adaptability to encourage recognition of joint concerns, collaboration, and to influence the success of outcomes
  • Ability to manage content and program development end-to-end providing direction, working integrated across departments and within the Communications & Digital Media team
  • Ability to handle extremely delicate/sensitive relationships and complex situations, information, and materials
  • Ability to use considerable initiative, think independently, and exercise sound judgment in order to protect the County’s reputation
  • Ability to assist in writing and editing press releases, pitches and articles
  • Ability to provide expert counsel on effective public relations strategies to produce effective outcomes
  • Thorough understanding of the local media market and deadlines
  • Ability to think strategically in order to develop and execute public relations programs and provide counsel to client departments on the best way to communicate information
  • Ability to establish and maintain effective working relations with others within and outside own organization
  • Ability to communicate effectively both orally and in writing including presentations
  • Ability to deal courteously and effectively with others while maintaining a positive, proactive attitude
  • Basic knowledge of photography and an understanding of visual standards, and working knowledge of storytelling through photos and the applications of visual standards
  • Knowledge and understanding of the Public Relations profession Code of Ethics

  • Develops and strategizes public relations and marketing campaigns related to special events, programs, and initiatives. 
  • Develops proactive media outreach strategies including news releases, pitches, talking points, web content/brand journalism, and overall messaging. 
  • Conducts media and community relations to foster a positive informative relationship between the agency and the community. 
  • Provides public relations management to departments relating to public relations strategies, communications plans, social media, and events.
  • Develops strategic public relations plans with tactics such as collateral development, talking points, web content/brand journalism, and messaging to include media strategy. 
  • Leads team of professional employees and monitors performance and outcomes. 
  • Develops well-informed advice and strategies that are sensitive to the various needs of multiple county departments, reflecting the strategic direction of the department and position the organization for success. 
  • Offers advice to department leaders and creates plans based on analysis of issues and trends, and how these link to the responsibilities, capabilities, and potential of their organization. 
  • Responds to media in an efficient and timely manner. 
  • Prepares recommendations involving special community matters, public meetings, events and/or programs. 
  • Keeps current with technology and trends for communications. 
  • Tracks, monitors and evaluates activities, placements and accomplishments. 
  • Performs other related duties as required.
