JOB OVERVIEW

Performs licensed professional engineering, managerial and administrative duties related to all phases of major public works programs as either the head of engineering for the assigned department/agency or as the team lead for a large team of engineering professionals within a large department/agency.

MINIMUM QUALIFICATIONS

Registration in the State of Florida as a Professional Engineer; and
Six or more years of post-registration experience as a Professional Engineer.

An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

JOB SPECIFIC COMPETENCIES

  • Knowledge of engineering and management theories, principles, practices, and methods for assigned functional area.
  • Knowledge of laws, rules, and regulations governing engineering and management activities.
  • Knowledge of project management, design, construction, and logistics management.
  • Knowledge of County comprehensive planning, capital improvement projects and growth projections.
  • Knowledge of computer modeling and computer aided drafting and mapping software and applications.
  • Knowledge of federal, state and local laws, regulations and ordinances, and other professional sources of information pertaining to public infrastructures, building and zoning codes, environmental permitting and real estate.
  • Knowledge of the principles and practices of land surveying.
  • Knowledge of safety procedures, occupational hazards, and protective equipment.
  • Ability to manage, train, schedule, assign, monitor, review, and evaluate assigned staff.
  • Ability to disseminate technical information in a non-technical manner as needed to effectively address project concerns.
  • Ability to determine requirements for staff, material and equipment for operation and programs.
  • Ability to develop and utilize specialized computer applications for engineering, modeling, design, drafting, and mapping.
  • Ability to organize, analyze, interpret, and evaluate scientific civil engineering problems and provide practical, cost effective solutions.
  • Ability to write complex technical reports.

REPRESENTATIVE DUTIES

  • Manages the planning, development and implementation of long and short range comprehensive plans for public works programs by developing goals, objectives, strategies, policies, procedures and budgets.
  • Manages and is responsible for all phases of complex public works or developer projects.
  • Signs and seals engineering documents.
  • Manages public works and/or developer project closeout activities and prepares operating and maintenance manuals.
  • Administers a public works project/program function or section.
  • Manages an environmental permitting and compliance program.
  • Provides internal professional engineering recommendations and guidance on the compatibility and design of proposed acquisitions, project planning, and engineering analysis.
  • Develops staffing requirements and budgets.
  • Directs the work of professional and technical subordinate staff by scheduling, assigning, and reviewing work, providing training and counseling and evaluating performance.
  • Supervises the preparation, revision, updating, and distribution of the department's/agency’s standards on specifications and estimating.
  • Establishes design and construction budgets and monitor expenditures for budget conformance.
  • Interviews, selects, and negotiates contracts with consulting engineers.
  • Prepares budgets to include analyzing the budgets for reasonability, needs, and justification.
  • Performs other related duties as required.
