JOB OVERVIEW

Performs and oversees professional human resources work in one or more major areas of human resource management programs.

MINIMUM QUALIFICATIONS

A Bachelor's degree with a major in Human Resource Management (Administration), Business Management, Public Administration, or a Social or Behavioral Science; and
Two years of professional human resources experience.

Or 
An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below.

  • Working knowledge of the principles and practices of public human resources administration and employee training.
  • Working knowledge of human resource processes and transactions associated with assigned functional area.
  • Working knowledge of Federal, State, and local laws and regulations, and agency policies affecting human resource management.
  • Skill in making presentations to groups.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to evaluate the effectiveness of specific programs.
  • Ability to schedule, coordinate, and conduct training activities.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
  • Ability to use a computer and related software.

REPRESENTATIVE DUTIES

  • Develops and implements programs and policies of a functional area of human resources.

  • Serves as a subject matter expert for the daily operations of assigned functional area of human resources.
  • Ensures that established policies and procedures are followed in accordance with assigned functional human resources area standards, guidelines, and protocols at county, state, and federal levels.
  • Interprets and explains functional area rules and policies to employees, managers and other human resource staff.
  • Conducts special projects and studies related to assigned functional area.
  • May supervise staff engaged in one or more areas of a comprehensive human resources program.
  • Performs other related duties as required.
