JOB OVERVIEW

Manages medium to large environmental projects, independent environmental programs, and/or performs advanced technical duties, and leads, trains and directs staff. Projects are characterized as complex. Environmental programs are integral to the agency mission and may cross multiple departments, divisions, and governmental regulatory agencies. Programs are also frequently delegated or contracted to EPC and may include oversight within an environmental laboratory. The projects/ programs managed have some project visibility, impact and risk at the Agency or County level.

MINIMUM QUALIFICATIONS

A Bachelor's degree from an accredited college or university with a major in a Natural or Physical Science or Engineering; and
Four or more years of experience directly related to environmental regulation, monitoring, inspection, sampling, evaluation, stewardship, or similar environmental duties; and
Two or more years of experience overseeing and/or leading small to medium projects or environmental programs, or carrying out complex technical duties.

  • Advanced technical knowledge of a specific pollution control/analysis area, and the ability to perform and/or manage work projects in that area.

  • Considerable knowledge of Federal, State, and local environmental control laws and regulations.
  • Extensive knowledge of the processes, activities, requirements and objectives of the functional area to which assigned.
  • Knowledge of laboratory analysis methods/procedures, environmental pollutants sampling/testing, and/or pollution control.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to analyze the risks and future impact of decisions.

REPRESENTATIVE DUTIES

  • Manages activities, persons, resources, operations, and/or projects related to environmental control, laboratory, regulation, outreach, or analysis.
  • Establishes administrative procedures and guidelines to ensure effective project/program outcomes.
  • Directs and coordinates activities concerned with the implementation of a project or continuation of a program.
  • Participates in the development of the scope of work.
  • Creates project schedules and controls resources to ensure timely completion of project.
  • Coordinates with other sections and departments to ensure efficient flow of communications and services.
  • Reviews and participates in the more difficult or complex chemical, physical, and biological studies to determine long-range environmental impacts.
  • Experiments, researches and evaluates procedures to maximize the utilization of laboratory.
  • Monitors budgets, monitors status of allocated funds and controls expenses.
  • May participate in environmental research studies.
  • Reviews and evaluates new developments in environmental processes, procedures, and regulations.
  • Prepares and maintains job-specific documentation.
  • May supervise a small professional staff.
  • Performs other related duties as required.
