Programmer/Analyst (#PRGANLPCMQ) PCMQ
$24.05-$41.60 Hourly / $4,168.67-$7,210.67 Monthly / $50,024.00-$86,528.00 Yearly


Performs duties analyzing requirements, defining specifications, coding these specifications into machine readable programs using appropriate computer languages, and testing and implementing the programs.


Graduation from an accredited four year degree granting college or university with a major in Geography or Mathematics; and
Two or more years of experience in Geographical Information Systems (GIS) programming or systems analysis.

Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below.

  • Considerable knowledge of computer programming languages.
  • Working knowledge of the principles and techniques of computer programming and systems analysis.
  • Working knowledge of computer equipment and operations and the interrelationship of equipment with programming approaches.
  • Working knowledge of general office policies, practices and procedures.
  • Ability to effectively write programs in one or more languages.
  • Ability to use a computer terminal.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to apply the principles of data processing to a variety of applications.

  • Discusses requirements and data needs with users; advises on the feasibility of converting to automated systems and assists in formulating objectives.
  • Develops all levels of system diagrams, program flow charts, and program specifications.
  • Translates program specifications, using appropriate computer languages, into programs of coded instructions used by computers.
  • Tests programs, analyzes output, and modifies as necessary to meet objectives.
  • Reviews existing programs to make refinements, reduce operating time, and improve techniques.
  • Develops, writes and maintains complete program documentation to include user instructions.
  • Analyzes program problems and modifies as required.
  • Modifies off the shelf software packages as needed to meet user's needs.
  • Oversees the creation, storage, and maintenance of data libraries and documentation.
  • Assists in evaluating ongoing systems and new technological changes; provides advice to management.
  • Provides technical assistance to computer staff and users.
  • Instructs computer staff and users in the operation and maintenance of programs.
  • Performs other related duties as required.
