JOB OVERVIEW

Performs managerial, administrative, and professional duties related to the management and operations of multiple libraries. Oversees development, implementation, and evolution of library public service operations.

MINIMUM QUALIFICATIONS

Masters in Library Information Science from an accredited university or college.

4 years post-MLIS experience, including at least 2 years as an Administrative Librarian including supervisory experience.

WORK CATEGORY

PHYSICAL REQUIREMENTS

Must be able to lift, push, pull, stand, bend, kneel, sit, stoop, crouch, balance and walk for extended periods of time. Sitting at computer workstation for extended periods of time. Ability to handle materials weighing up to 35 pounds.  

DUTIES AND RESPONSIBILITIES

Coordinates, plans, develops, implements, and evaluates public library service in the areas of operations, planning, analysis, measurement, and personnel management.

Serves as a member of management team and participates in strategic planning, organizational development, regulatory compliance, and the formulations of public service policy and procedures.

Participates in development of the library budget and planning for new facilities and services.

Administers the performance appraisal process at assigned libraries by rating and reviewing performance of subordinate professional staff and coaching, training, counseling, and evaluation performance.

Furthers the library’s mission through communication with customers and citizens by representing the library at professional, community and civic groups, government agencies and regulatory entities, and responding to customer and staff concerns.

Participates in the recruitment and hiring of staff.

Pursues innovative and/or technological advances in the delivery of library services for more efficient and effective operations.

Assumes project management duties for special projects.

Other duties as assigned.

 

JOB SPECIFICATIONS

Engages in objective analysis to evaluate service priorities by library location, developing policies based on best practices, organizing and planning staffing models and schedules.

The position has a wide latitude to make timely and functional decisions based on the department’s goals and objectives as outlined in the strategic plan and to ensure quality service delivery.

Requires excellent oral and written communication skills with the ability to adjust as required by the audience; must prepare written documents of great complexity as well as policies and procedures for subordinate staff to follow.

Work as part of the management team to provide leadership in the area of both short and long term planning for services, staffing, facilities needs, and collaboration with community partners.

Identify priorities and develop a vision for service in the assigned area of responsibility, develop and deliver library specific training programs for staff, provide direction, evaluation and recommendations to senior management on topics related to best practices in library service.

Uses subject area expertise to plan, organize, coordinate, and ensure the smooth and safe operation of public library branch or department locations.

Skill at performing analysis and the ability to apply logical thinking in order to solve complex problems, resolve conflicts, evaluating services and situations.  Apply the principles and practices of quality public library service.

Knowledge of the role of the public library, the services it provides to a diverse clientele in an environment of rapid change. Reviews and acts on customer service issues. Coordinates with other external and internal units/sections to ensure efficient flow of communication and services.

EMERGENCY MANAGEMENT RESPONSIBILITIES

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
