JOB OVERVIEW

Performs land acquisition, disposition, and property management duties.

MINIMUM QUALIFICATIONS

Graduation from an accredited four year degree granting college or university with a major in Real Estate, Business, Public Administration, Planning, Architecture, or Engineering; and
Three years of experience in land or property transactions; land appraisal, or title abstracting; and
Possession of a valid Driver License.
OR
A Master's Degree from an accredited college or university with a major in Real Estate, Business, Public Administration, Planning, Architecture, or Engineering; and
Two years of experience in land or property transactions, land appraisal, or title abstracting; and
Possession of a valid Driver License.
OR
Possession of a current (unexpired) Florida Real Estate License; and
Four years of experience in land or property transactions, land appraisal evaluation, or title abstracting; and
Possession of a valid Driver License.
OR
An Associate's Degree from an accredited college or university with a major in Business or Real Estate; and
Four years of experience in land or property transactions, land appraisal evaluation, or title abstracting; and
Possession of a valid Driver License.
OR
Graduation from high school or possession of a GED Certificate; and
Five years of experience in land or property transactions; land appraisal, evaluation, or title abstracting; and
Possession of a valid Driver License.

TESTING REQUIREMENTS

A passing score on multiple-choice test number 46.

  • Considerable knowledge of real estate appraisal, acquisition disposition.
  • Considerable knowledge of laws, regulations, and procedures governing eminent domain and the conveyance and disposition of real property.

  • Ability to communicate effectively both orally and in writing.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to organize information into a logical presentation format.

REPRESENTATIVE DUTIES

  • Inspects and collects data on properties to be acquired by the County.
  • Appraises property or performs cost estimates for purchase, sale, or insurance purposes.
  • Negotiates the acquisition of high value parcels.
  • Negotiates and prepares estimates for commercial and special purpose properties.
  • Negotiates and administers land leases and subleases including initiation, amendments, modifications, extensions, and terminations.
  • Participates in Eminent Domain proceedings and condemnation suits.
  • Makes assessments and analyses relative to land and other property acquisitions, rights of way, and easements.
  • Coordinates relocation activities for families, individuals and businesses displaced by road projects.
  • Reviews, values, and coordinates the sale of surplus County properties.
  • Responds to and resolves complaints involving County real estate.
  • Coordinates, clears title, and conducts closings for the conveyance of real estate to the County.
  • Performs other related duties as required.
