Job Development Team Leader (#JDEVTLGENO) GENO
$19.60-$31.11 Hourly / $3,397.33-$5,392.40 Monthly / $40,768.00-$64,708.80 Yearly


Performs supervisory and administrative duties assessing the knowledge, skills, abilities, needs, and work history of clients, assisting them in securing employment to make them self-sufficient.


Graduation from an accredited four year degree granting college or university with a major in Human Resources Management, Guidance and Counseling, Sociology, Psychology, or Business Management; and

Two years of experience in recruitment, interviewing, employment counseling, training, or job placement;


Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below; and

Possession of a valid Driver License.

  • Considerable knowledge of personnel management laws, rules, policies and procedures related to recruitment, interviewing, employment counseling, job placement, and training.
  • Considerable knowledge of employment services provided by the department as well as external agencies.
  • Considerable knowledge of employment opportunities within Hillsborough
  • County area businesses and public agencies.
  • Working knowledge of Hillsborough County’s public transportation services and costs.
  • Working knowledge of Federal, State, County, and community social service programs for which most clients are eligible, including eligibility requirements, application procedures, and other relevant program  policies.
  • Working knowledge of the policies, rules and operating procedures of the unit to which assigned.
  • Skill in interviewing program participants to identify client knowledge, skills, and abilities, and applicant training needs necessary for employment referrals.
  • Ability to supervise a team of job developers, monitor program activity, and assess compliance with program agreements for the training and employment of clients.
  • Ability to collect, organize, and evaluate public transportation schedules, cost information, and other related data.
  • Ability to locate suitable job vacancies and to market employment opportunities to qualified program candidates.
  • Ability to work effectively with others.
  • Ability to communicate effectively both orally and in writing.
  • Ability to track self-sufficiency goals for program clients.
  • Ability to develop and present training material and program updates.
  • Ability to use a computer and related software.Ability to safely operate a motor vehicle.


  • Supervises lower level staff by scheduling, assigning, and reviewing work; providing training and counseling; and evaluating performance.
  • Visits prospective employers and explains processes and advantages of the employment program.
  • Identifies opportunities for formal training, on-the-job training, or direct job placement to assist clients in obtaining suitable employment.
  • Interviews eligible clients seeking employment to identify their knowledge, skills, abilities and needs.
  • Develops and reviews staff member initiated arrangements or agreements with prospective employers for training and/or employment of clients.
  • Conducts follow up visits with clients and employers to assess compliance with, and success of, arrangements or agreements.
  • Provides basic assistance such as helping clients complete job applications, arranging for training programs, locating affordable transportation to job sites, and referring clients to other social/community service agencies when appropriate.
  • Monitors ongoing programs and assesses compliance with program guidelines.
  • Reviews and assesses cases being worked on by other staff members to ensure compliance with program guidelines.
  • Counsels individuals, families and groups; may perform crisis intervention; advocates for clients and collaborates with community service agencies to provide information and services necessary to meet various socioeconomic needs in a variety of settings to improve situations and restore to self sufficiency in a community setting.
