JOB OVERVIEW

Performs duties conducting human resources research studies, primarily, to support the development of selection tests and performance evaluation criteria; conducts training sessions, administers examinations; and produces related reports.

MINIMUM QUALIFICATIONS

Graduation from an accredited four year degree granting college or university with a major in Business Administration or Psychology; and
Two years of experience in job analysis and test validation.

Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below.

  • Considerable knowledge of the Uniform Guidelines on Employee Selection Procedures.
  • Considerable knowledge of human resources selection techniques.
  • Considerable knowledge of the American Psychological Association’s Standards for Educational and Psychological Testing.
  • Considerable knowledge of descriptive and correlation statistical analysis procedures used in psychometrics.
  • Considerable knowledge of individual performance evaluation methods.

REPRESENTATIVE DUTIES

  • Plans and conducts job analysis studies; interviews job incumbents, supervisors and department heads; designs and analyzes task and knowledges, skills, abilities, and other characteristics (KSAO's) questionnaires.
  • Drafts examination plans to match outcomes of job analyses, and drafts examination items to measure important KSAO's.
  • Performs statistical analyses to identify and improve psychometric characteristics of examinations.
  • Administers human resources selection examinations.
  • Writes reports to document job analysis procedures and results and assists in writing job descriptions.
  • Assists in the development of performance evaluation instruments; manages and delivers the Countywide performance management training program; and provides guidance, applicable rule interpretation and technical assistance to County personnel regarding proper implementation of the performance management process.
  • Collects performance management data and develops, produces, and distributes summary reports.
  • Performs other related duties as required.
