JOB OVERVIEW

Performs managerial and administrative human resources research duties developing and administering valid and legally defensible job selection tests, directing the Performance Management program, and conducting diversified human reources research projects.

MINIMUM QUALIFICATIONS

Graduation from an accredited four year degree granting college or university with a degree in Business Administration or Psychology; and
Four years of professional experience in human resoures research related activities utilizing standard statistical computer packages (e.g. SPSS, SAS, etc.) three years of which must have included the performance of duties directly involving test validation research.

Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below.

  • Extensive knowledge of human resources selection techniques.
  • Extensive knowledge of the Uniform Guidelines on Employee Selection Procedures.
  • Extensive knowledge of the American Psychological Association’s Standards for Educational and Psychological Testing.
  • Extensive knowledge of job performance evaluation methods.
  • Extensive knowledge of statistical procedures used in the analysis of whole test and individual test item validity and reliability.

REPRESENTATIVE DUTIES

  • Designs, implements, and maintains valid, reliable, and legally defensible selection tests in order to maximize the effectiveness of applicant pools.
  • Conducts thorough job analyses in order to identify the relevant tasks involved in a particular job classification.
  • Consults with job incumbents, supervisors, and all levels of management to establish knowledges, skills, and abilities (KSAs) needed for successful job performance.
  • Develops test questions to measure the KSAs of prospective employees, using appropriate reference materials, such as textbooks, SOPs, and training manuals.
  • Analyzes the results of piloted questions to determine the effectiveness of test items.
  • Directs and implements changes to the Countywide performance management program to maximize the program's effectiveness and efficiency.
  • Oversees or participates in the training of all new supervisors, to ensure that program procedures are followed properly and consistently.
  • Generates and compiles summary reports reflecting the distribution of applicants, employees, and general County populations by race, gender, and job type to comply with Federal Guidelines and promote equal employment opportunity.
  • Reports findings of various analyses, either orally or in writing, to Agency Heads, Civil Service Board, BOCC, the Federal Government, news agencies, and others.
  • Supervises subordinate staff by scheduling, assigning, and reviewing work, providing training and counseling, and evaluating performance.
  • Performs other related duties as required.
