Human Resource Research Mgr (#HRRMGRCSBS) CSBS
$26.97-$44.10 Hourly / $4,674.80-$7,644.00 Monthly / $56,097.60-$91,728.00 Yearly


Performs managerial and administrative human resources research duties developing and administering valid and legally defensible job selection tests, directing the Performance Management program, and conducting diversified human reources research projects.


A Bachelor's degree in Business Administration or Psychology; and
Four years of professional experience in human resoures research related activities utilizing standard statistical computer packages (e.g. SPSS, SAS, etc.); including
Three years of which must have included the performance of duties directly involving test validation research.

  • Extensive knowledge of human resources selection techniques.
  • Extensive knowledge of the Uniform Guidelines on Employee Selection Procedures.
  • Extensive knowledge of the American Psychological Association’s Standards for Educational and Psychological Testing.
  • Extensive knowledge of job performance evaluation methods.
  • Extensive knowledge of statistical procedures used in the analysis of whole test and individual test item validity and reliability.
  • Extensive knowledge of test security.  
  • Considerable knowledge of the current principles, practices, methods and procedures used in human resource selection, job performance evaluation, adult learning and training, and organizational surveying.
  • Considerable knowledge of statistical procedures used in the analysis of issues associated with assessing progress in the areas of equal employment opportunity and affirmative action.
  • Considerable knowledge of Civil Service Rules, with emphasis on Rules 7 (Appointments) and 12 (Performance Management).
  • Considerable knowledge of the principles and practices of management.
  • Working knowledge of computer databases and spreadsheet systems.
  • Skill in interviewing job incumbents to accurately identify entirety of work performed and relationships with other jobs.
  • Ability to write task and KSA statements that comply with accepted professional standards.
  • Ability to write effective multiple choice examination items.
  • Ability to communicate technical information to non-technical audiences.
  • Ability to design training and rating plans for all types of jobs.
  • Ability to design supplemental questionnaires to solicit job-specific information from applicants.
  • Ability to plan, develop, implement and analyze organizational opinion and satisfaction surveys.
  • Ability to collect, organize and evaluate data and to develop logical conclusions and meaningful reports from raw data.

  • Designs, implements, and maintains valid, reliable, and legally defensible selection tests in order to maximize the effectiveness of applicant pools.
  • Conducts thorough job analyses in order to identify the relevant tasks involved in a particular job classification.
  • Consults with job incumbents, supervisors, and all levels of management to establish knowledges, skills, and abilities (KSAs) needed for successful job performance.
  • Develops test questions to measure the KSAs of prospective employees, using appropriate reference materials, such as textbooks, SOPs, and training manuals.
  • Analyzes the results of piloted questions to determine the effectiveness of test items.
  • Directs and implements changes to the Countywide performance management program to maximize the program's effectiveness and efficiency.
  • Oversees or participates in the training of all new supervisors, to ensure that program procedures are followed properly and consistently.
  • Generates and compiles summary reports reflecting the distribution of applicants, employees, and general County populations by race, gender, and job type to comply with Federal Guidelines and promote equal employment opportunity.
  • Reports findings of various analyses, either orally or in writing, to Agency Heads, Civil Service Board, BOCC, the Federal Government, news agencies, and others.
  • Supervises subordinate staff by scheduling, assigning, and reviewing work, providing training and counseling, and evaluating performance.
  • Performs other related duties as required.
