JOB OVERVIEW

Performs strategic managerial duties for a large functional unit/section or multiple units/sections that provides complex and/or critical services within a large agency or department with responsibility for planning, budgeting, coordinating, and supervising subordinate managers and other assigned staff, or has direct financial authority for annual non-payroll budgets in excess of $200 million.  Distinctions between class levels in the General Manager series are based on the size, scope and impact of the organizational unit within the agency/department, the nature and number of functions managed, the level of supervision exercised, the nature of positions supervised, the direct budgetary responsibility, and the complexity and scope of assigned job duties and responsibilities.

MINIMUM QUALIFICATIONS

Graduation from an accredited four year degree granting college or university; and

Six years of experience directly related to the position duties; four of which must have been in a supervisory capacity.

Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below.

REPRESENTATIVE DUTIES

  • Manages a major division or multiple units/sections within a large agency or department with multiple levels of subordinate managers, supervisors, professionals and other staff.
  • Develops objectives and strategies for critical or complex programs to achieve desired outcomes.
  • Initiates and implements hiring procedures, oversees and/or conducts interviews and approves subordinate staff's hiring and discipline decisions.
  • Develops and implements program innovations or changes to create fiscal and operational efficiencies.
  • Develops and implements, directly or through subordinate managers or supervisors, practices, procedures and work methods to ensure division's effectiveness and efficiency.
  • Provides consultation and advice to boards, committees and representatives from federal, state and local agencies.
  • Assesses manpower needs and identifies shortfalls; interviews and recruits, or assists in the recruitment of new personnel.
  • Determines funding requirements, prepares budget documents, monitors the status of allocated funds, and controls expenses.
  • Influences, persuades or negotiates with others to make decisions and/or take actions of major consequence to the agency or department.
  • Devises strategies to capitalize on new opportunities or resolve unforeseen issues and problems.
  • Makes commitments and decisions that require the expenditure of significant organizational resources.   
  • Performs other related duties as required.
