JOB OVERVIEW

Performs duties inspecting, investigating, and enforcing compliance with an environmental code, ordinance, or program.

MINIMUM QUALIFICATIONS

A Bachelor's degree in Environmental Studies or a Natural Science; and
Posession of a valid Driver's License.

Or
An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

JOB SPECIFIC COMPETENCIES

  • Working knowledge of Hillsborough County codes and ordinances enforced by the department to which assigned.
  • Working knowledge of the policies, procedures, and standard operating procedures of the department to which assigned. 
  • Working knowledge of code and ordinance inspection processes, data gathering procedures, and investigation techniques.
  • Working knowledge of the laws and regulations governing the enforcement of codes and ordinances.
  • Working knowledge of the geographical layout of Hillsborough County.
  • Some knowledge of the procedures related to the Hillsborough County Code Enforcement Board.
  • Some knowledge of investigative and data gathering procedures.
  • Ability to read, understand and explain applicable Hillsborough County codes and ordinances.
  • Ability to enforce provisions of local environmental codes, ordinances, and regulations with tact and impartiality.
  • Ability to effectively manage multiple environmental code or ordinance enforcement cases in a timely manner.
  • Ability to enforce environmental codes or ordinances firmly, tactfully, and impartially.
  • Ability to communicate effectively both orally and in writing.

REPRESENTATIVE DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Conducts field investigations, and reviews, organizes, and compiles evidence and related information gathered on assigned environmental code or ordinance enforcement cases and creates appropriate case files.
  • Investigates environmental code or ordinance complaints through physical inspection and meetings with complainants and alleged offenders to determine if violations exist and to explain the requirements established by environmental codes and ordinances.
  • Collects evidence related to code and ordinance violations by conducting interviews, taking photographs, researching legal descriptions, tax records, property maps and other sources to determine property ownership.
  • Participates in the resolution of code and ordinance violation complaints through meetings with complainants and alleged offenders to explain regulations and promote corrective actions needed to resolve infractions. 
  • Notifies violators of environmental code or ordinance infractions, issues warning notices, written notices of violations, and citations, prepares voluntary consent agreements and other related documents pertaining to environmental code or ordinance enforcement complaints.
  • Monitors the activity of environmental code or ordinance violators to insure corrective action needed for compliance with environmental codes or ordinances, and/or terms of voluntary consent agreements.
  • Maintains inspection records and suspense schedules for follow-up inspections; and completes reports on inspections conducted.
  • Communicates verbally and through written communication to notify violators and complainants of the status of investigations and enforcement actions to be taken if resolution of the code and ordinance infraction does not occur within an established period of time.
  • Attends code or ordinance hearings and provides testimony and evidence as required.
  • Attends civic meetings to respond to questions and explain environmental codes and ordinances.
  • Assists in the preparation of studies and reports.
  • Provides information concerning status of environmental code or ordinance enforcement cases to the general public, consultants, commercial establishments, or other government agencies.
  • Maintains a computerized environmental code or ordinance enforcement case tracking system.
  • Creates and monitors environmental code or ordinance enforcement and suspense action files.
  • Performs other related duties as required.
