JOB OVERVIEW

Performs management and/or supervisory duties involving inspection, sampling, testing, and evaluation in an environmental pollution control and/or permitting program.

MINIMUM QUALIFICATIONS

A Bachelor's degree in a Natural Science; and
Four years of experience in environmental inspection, sampling, testing, or evaluation; including
One year of experience as a supervisor or lead worker/team leader.

Or
An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

  • Considerable knowledge of the functions, activities, requirements and objectives of the environmental pollution control and/or permitting program to which assigned.
  • Considerable knowledge of the principles and practices of management.
  • Considerable knowledge of applicable Federal, State, and County environmental pollution control laws and regulations.
  • Considerable knowledge of environmental data inspection, sampling and collection methods.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to collect, organize, and evaluate data and to develop logical conclusions.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
  • Ability to use initiative, and exercise sound judgment.
  • Ability to use a computer and related software.

REPRESENTATIVE DUTIES

  • Manages a major organizational unit engaged in environmental standards evaluation and enforcement.
  • Establishes policies relating to operational procedures, personnel and program effectiveness.
  • Provides expertise for field tests and evaluation projects.
  • Evaluates manpower needs; identifies shortfalls; interviews, and hires or recommends the hiring of new personnel.
  • Monitors quantity and quality of work produced through audits, inspections, reports, expenditures and other means, and institutes corrective action where needed.
  • Coordinates with other branches/sections within own organization and external agencies/departments to ensure efficient flow of communications and service.
  • Determines funding requirements, prepares budget documents, and monitors status of allocated funds and controls expenses.
  • May supervise the work of subordinate staff by scheduling, assigning and reviewing work, providing training and counseling, and evaluating performance.
  • May assume the authority of, and act on behalf of a more senior official, as required.
  • Performs other related duties as required.
