The Data Scientist is responsible for modeling and analyzing large, complex data stores using statistical, algorithmic and analytical techniques, methods and procedures. The Data Scientist may also lead large system and data integration projects, with varied datasets, engineering specialized database and computing environments. The Data Scientist works closely with department directors, managers and colleagues turning data into congruent, reliable, intelligent information.
A Bachelor's Degree in Business, Mathematics, Statistics, Computer Science, or other related disciplines from an accredited college or university; AND
Four years of related experience in the field of data science and analytics, OR
AN equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above, AND
Possession of a Lean Six Sigma certification.

DUTIES AND RESPONSIBILITIES
Develops, modifies and maintains advanced, complex SQL queries. Creates data sources using Common Table Expressions (CTE). Performs data manipulation and arithmetic on data source values. Develop, modify and maintain database triggers. Develops ad-hoc reports from multiple sources.
Creates, modifies and maintains Representational State Transfer (REST) and Simple Object Access Protocol (SOAP). Develops, modifies and maintains program functions, classes and procedures. Develops, modifies and maintains database functions, procedures and packages/classes.
Creates, modifies and maintains Business Intelligence (BI) Reports. Creates BI reports from multiple data sources using relational linking. Performs analysis and recommendations pertaining to the data. Performs in-report analysis calculations and include intelligence reporting.
Designs, develops, modifies and maintains advanced Power BI business intelligence reports through deep and thorough data analysis, creating SQL report queries in both T-SQL and PL/SQL, Microsoft Power Query M scripts and Power BI DAX expressions.
Develops, modifies and maintains SQL Server Integration Services packages in direct support of the enterprise business automation initiatives, data retrieval and automated reporting workflows.
Designs, develops, modifies and maintains large, complex data entity relationship maps and designs of both logical data models and physical data models.
Prepares data for analysis and reporting by designing, developing and modifying extracting, transforming and loading processes and procedures, applying statistical and predictive modeling algorithms and functions, and implementing fact/dimension data entity relationships.
Provides feedback and recommendations to the County’s overall enterprise data strategy, master data management plan, data warehouse workflows and data pipes. Provides mentorship and guidance to other data professionals who utilize the enterprise reporting infrastructure.
Critical Thinking - Excellent business acumen and interpersonal skills; able to work across business lines at senior levels to achieve common goals.
Decision Making - Information architecture and strategy experience; Fluent in at least one programming language common in data science (SQL, R, Python, MATLAB, and SAS).
Communications - Proven communication skills, both written and oral, with technical and non-technical staff, and all levels of management.
Strategic Planning - Knowledge in processing, cleaning, and analyzing large volumes of data to assist with addressing business line problems or the completion of research.
Leadership - Collaborated with senior executive leadership, department directors/managers, and team members to understand issues and develop solutions.
Managerial/Operational Skills - Self-starter, able to execute guidance and work independently with minimal supervision.
Analytical Ability - Advanced functional knowledge of T-SQL and PL/SQL, Microsoft M and Microsoft DAX.
Managing Complexity - Functional knowledge of REST and SOAP web services. Functional knowledge of software, application and web service development.
Other - Change Management experience and expertise preferred. Functional knowledge of data mining techniques, predictive modeling and machine learning. Advanced Functional knowledge of SQL Server Management Studio, SQL Server Integration Services, SQL Server Data Tools, Power Query and Power BI.
