JOB OVERVIEW

Performs office and field duties reviewing and inspecting building plans, specifications, and construction of county owned buildings and private dwellings for structural soundness and compliance with applicable codes and specifications, and recommending work needed to bring them into compliance.

MINIMUM QUALIFICATIONS

Graduation from high school or possession of a GED Certificate; and
Four years of experience in a supervisory capacity in the building construction industry.

An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

JOB SPECIFIC COMPETENCIES

  • Considerable knowledge of building, electrical, plumbing, mechanical, gas, and minimum  codes, regulations and standards. 
  • Considerable knowledge of building construction and testing methods and techniques.
  • Working knowledge of federal, state, and county programs related to building renovation and rehabilitation.
  • Skill in developing detailed construction drawings and plans.
  • Ability to prepare specifications and determine costs of construction materials and labor.
  • Ability to work with others.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to use computer terminal to quickly and accurately enter data.

REPRESENTATIVE DUTIES

  • Reviews plans and specifications of proposed building construction or remodeling for conformance to applicable codes, regulations, and minimum construction standards.
  • Inspects building construction in progress for compliance with specifications, applicable codes and, good trade practices.
  • Conducts on site tests to determine the existence of defects and recommends corrective measures.
  • Periodically inspects existing County owned buildings for structural soundness and recommends remodeling or repair.
  • Develops feasibility studies of rehabilitation projects to determine if they can be financially undertaken.
  • Prepares written evaluation reports on inspection results.
  • Enforces compliance with specifications, codes, and regulations through discussions with contractors and members of the building trades and reports violations to the appropriate authority.
  • Prepares cost analysis of renovation or construction projects, and prepares the cases for bid procedures.
  • Holds pre-construction conferences with site managers and contractors to review specifications, drawings, building standards, codes, and regulations.
  • Designs and prepares specifications for small construction projects under the direct supervision of a licensed professional for the applicable work.
