Budget Analyst II (#BUDAN2GENP) GENP

Performs professional duties analyzing funds utilization and providing guidance on budget procedures, fiscal planning and revenue development to ensure current fiscal goals and objectives are met.


A Bachelor's degree in Political Science, Public Administration or any business field; and
Three years of experience as a professional accountant, economist, budget or fiscal analyst, or internal auditor.

An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

  • Considerable knowledge of the laws and regulations related to fiscal policy, budget and expenditures.
  • Considerable knowledge of the methods and techniques used to develop revenue projections and expenditure forecasts.
  • Considerable knowledge of current government budget principles, practices and procedures.
  • Working knowledge of organizational accounting and reporting requirements .
  • Working knowledge of generally accepted accounting principles, practices and procedures.
  • Some knowledge of operational policies, rules, regulations and ordinances.
  • Ability to research, collect, organize and analyze fiscal and non-fiscal data and develop logical conclusions.
  • Ability to use a computer and related software.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
  • Ability to maintain work related records and prepare reports.
  • Ability to plan, organize and supervise the work of others.

  • Develops financial planning strategies for the preparation and monitoring of annual budgets.
  • Analyzes cost data to project year end fiscal position.
  • Develops fiscal and management control procedures consistent with sound fiscal practices to assure current and future funds allocation.
  • Evaluates department budgets to analyze financial needs to facilitate long range planning and assure revenues meet operational and capital requirements.
  • Utilizes computer applications to compile and analyze financial data to monitor and/or control budget expenditures.
  • Develops financial reporting procedures.
  • Recommends alternate funding sources when financial requirements are not met by current year budget.
  • May conduct studies of other agency/department's business processes, policies, procedures and organization and recommends changes to improve organizational and operational effectiveness.
  • May supervise subordinate personnel.
  • Performs other related duties as required.
