IDEAL CANDIDATE PROFILE

  • Graduation from an accredited four year degree college or university with a major in a natural or physical science.
  • Four years of experience in environmental fields.
  • Knowledge of federal and state rules that apply to applicable environmental compliance criteria.
  • Experience supervising and directing the activities of environmental personnel.
  • Experience in drinking water compliance and/or regulations.
  • Knowledge of environmental sampling techniques and procedures.
  • Experience with LIMS.
  • Ability to prepare and/or review detailed technical reports and Standard Operating Procedures.
  • Ability to effectively communicate, coordinate, and negotiate with customers, vendors, and regulators both orally and in writing.
  • Ability to effectively manage, supervise and coordinate personnel and budget to implement assigned tasks in multiple projects.
  • Ability to establish and maintain constructive and cooperative interpersonal relationships with staff, peers, management, and regulators.
  • Ability to collect and organize data and develop reports and materials from data collected.

JOB OVERVIEW

This position is responsible for providing various day to day operational & administrative managerial duties as it relates to a particular county function/ section/department.

MINIMUM QUALIFICATIONS

Graduation from an accredited four year degree granting college or university; and
Four years of experience directly related to the environmental field (natural or physical science), two of which must have been in a supervisory capacity.

OR

An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job specific competencies listed above.

PHYSICAL REQUIREMENTS

  • Frequently is required to stand; walk; use hands to handle or feel; and reach with hands and arms.
  • This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.

    DUTIES AND RESPONSIBILITIES

    • Manages the operations of a large functional unit or multiple units, and coordinates and administers assigned programs and resources.
    • Integrates the agency's strategic plan into functional and/or operations, programs and practices.
    • Supervises and directs the activities of multiple professional level subordinates in achieving established organizational goals and objectives; coordinates functions; assigns, monitors and reviews work; evaluates performance and initiates corrective action as needed, including termination.
    • Reviews and proactively acts on operational problems.
    • Sets performance standards and operational goals for assigned functional area; implements goals, objectives, policies and procedures for assigned organizational units.
    • Interprets, explains and ensures compliance with program requirements, regulations and procedures, and provides consultation to customers on matters relating to functional area.
    • Determines funding requirements, monitors status of allocated funds, and controls expenses.
    • Assesses staffing needs and identifies shortfalls; interviews, recruits and hires new staff.
    • Provides regular communication to subordinate staff, management, executives and external agencies and departments regarding status of operations or programs.
    • Serves as department representative on task forces and committees.
    • Performs other related duties as required.

      • Knowledge of federal, state and local regulations pertaining to rules that apply to applicable environmental compliance criteria.
      • Skill in applying existing guidelines and in creating new approaches to develop and modify work plans, methods and procedures for the work unit or function.
      • Ability to establish and maintain constructive and cooperative interpersonal relationships with staff, peers, management and local stakeholder groups to accomplish department's mission.
      • Ability to communicate effectively both orally and in writing in order to present information and prepare a variety of reports.
      • Ability to identify relationships that explain facts, data or other information, and make correct inferences or draw accurate conclusions.
      • Ability to effectively manage, supervise and coordinate personnel and budget to implement assigned tasks in multiple projects.

      • Dental Insurance: Employees are eligible to enroll in the dental coverage and choose from four options: High DMO, Low DMO, a network Open Access Plan, and a PPO. Coverage is effective the first of the month following thirty (30) days of employment.
      • Vision Care: Employees and their dependents are eligible to enroll in the vision coverage. Co-payment coverage includes exams, lens and frame, as well as an allowable contact lens expense. Coverage is effective the first of the month following thirty (30) days of employment.
      • Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
      • Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
      • Holidays: Employees receive up to twelve (12) paid holidays per year.
