IDEAL CANDIDATE PROFILE

Candidate should have Considerable knowledge of meter reading and field service practices within Hillsborough Public Utilities. Proficient in Microsoft Excel, Word and Outlook. Ability to accurately enter data and update our billing system (CC&B). Considerable knowledge with computer systems in both hardware and software. Able to troubleshoot electronic system problems independently with little or no assistance. Must work effectively with other employees and management in a positive manner. Must be able to interact with public citizens under highly adverse conditions related to delinquent account collections and or high usage concerns. Knowledge of the geographic landscape and areas of Hillsborough County.

JOB OVERVIEW

This position is responsible for performing duties involving utility service connections, minor repairs of metering equipment, field investigations, and training personnel.

MINIMUM QUALIFICATIONS

  • Graduation from high school or possession of a GED Certificate; and one year of experience in a job involving daily public contact; and one year of experience in a job involving utility meter reading.        
  • Possession of a valid Driver's License.
  • Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below.

DUTIES AND RESPONSIBILITIES

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:       

  • Establishes new services and disconnects existing services by installing and removing water meters or turning valves.      
  • In-field delinquent account collections activities including severance disconnects.       
  • Performs field investigations of public complaints, leak adjustments, violations of ordinances and of billing information.      
  • Repairs minor leaks in water meters and connections; and repairs or replaces meter boxes.
  • Maintains records of duties performed, vehicle usage and maintenance.      
  • Maintains and updates maps, charts and graphs.        
  • Performs meter reading duties.      
  • Handles escalated complex customer service matters in the form of CRMs.        
  • Install, operate, analyze, and report on specialized automated meters.       
  • Maintains records of duties performed, vehicle usage and maintenance.

  • Assists supervisors in daily work scheduling, administrative and billing issues, and dispatching.
  • Meter Reading Route analysis, billing analysis of commercial accounts, and billing cycle optimization.

  • Automated Metering plans, procurement, and implementation.        
  • Un-metered Fire-line sizing.     
  • Host/Sub-meter relationship analysis.       
  • School Board metering liaison (Interior AC unit credit meters).      
  • Tanker truck metering.       
  • Construction /Hydrant meter monitoring.

JOB SPECIFICATIONS

  • Knowledge of the functions, services, procedures and regulations of the unit or department to which assigned.

  • Knowledge of franchise operations, line maintenance operations, after hour procedures and leak detection methods and water conservation practices.        
  • Ability to resolve escalated customer issues.       
  • Skill in applying the application of supervisory techniques.

  • Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
  • Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
