The Hillsborough County Public Utilities Department, Environmental Services Division is seeking an Environmental Scientist to serve as the Total Maximum Daily Load (TMDL) Program Coordinator.  The ideal candidate will have thorough knowledge of surface water quality analysis and data interpretation, and stormwater related environmental regulations related to the State of Florida’s National Pollutant Discharge Elimination System (NPDES) and TMDL stormwater programs; working knowledge of ArcGis software; ability to plan, organize, and implement complex activities, programs, and projects including water quality sampling and monitoring plans; ability to communicate effectively both orally and in writing; ability to prepare complex reports and management plans; ability to establish and maintain effective working relations with other in and outside of the County organization; skill in public speaking; and the ability to work outdoors and in wet environments for long periods of time.


Performs professional and technical duties in an environmental laboratory or in the field.


A Bachelor's degree in a Natural Science; and
Two years of experience in environmental protection or control, or environmental laboratory analysis; and
Possession of a valid Driver License.


An equivalent combination of relevant education (not less than a high school diploma), training and experience that would reasonably be expected to provide the job-specific competencies noted above; and
Possession of a valid Driver License.

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:

  • Performs professional and technical duties for the county's TMDL and other associated  environment programs.
  • Designs and implements water quality monitoring plans and studies in support of national pollutant discharge elimination system and total maximum daily load requirements.
  • Collects data to inform NPDES and TMDL programs.
  • Analyzes, interprets,and presents data from internal and external efforts
  • Utilizes GIS IN assessing site conditions, watersheds, land uses, AND environmental issues.
  • Manages environmental/water quality related projects.
  • Reviews and analyzes Total Maximum Daily Load issues and attends related meetings.               
  • Conducts site inspections for stormwater/environmental issues.
  • Reviews projects for environmental/water quality issues.
  • Assists with environmental education and stormwater pollution prevention programs.
  • Prepares reports and management plans.
  • Assists in the resolution of citizen complaints and other related issues.
  • Performs other related duties as requires.


  • Considerable Knowledge of surface water systems, water quality and data analysis.
  • Considerable Knowledge of stormwater related environmental issues.
  • Working knowledge of MS Word, Excel, Powerpoint, and ARCGIS software.
  • Ability to plan, organize, and implement complex activities, programs and projects.
  • Ability to establish and maintain effective working relations with others in and outside own organization.
  • Ability to use initiative and exercise sound judgment.
  • Skill in public speaking.
  • Ability to work outdoors an in wet environments for long periods of time.
  • Ability to organize work schedules.
  • Ability to work with internal staff and various outside agencies.
  • Ability to meet milestones and deadlines.
  • Ability to manage project budgets and schedules.
  • Must be in possession of a current Florida Driver's license and must maintain said license at all times.
  • This position will require work during man made or natural disasters (like hurricanes) when the department goes into emergency operations. This may require the incumbent to leave family for extended hours.

  • Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
  • Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
  • Holidays: Employees receive up to twelve (12) paid holidays per year.
